Why aren't there any Nemesis skins?
I understand it's up to Capcom, but Pyramid Head got skins & there's no way Konami is more lenient with it's properties than Capcom. Nemesis is extremely ugly & it's personally offending me that I can't change that right now.

I don't mind honestly, he does look ugly, but that's not a bad thing, maybe his baghead skin but that's about it

I mean he just came out. And most licensed characters don't have very many skins.

Maybe the devs didn't want to give him skins for some reason. He's already got four outfits that could easily fit in the game (Baghead, Battle Damaged Remake Stage 1, OG Stage 1, and OG Stage 2). Personally I'm happy with my full prestige Nemesis. The only other skins I'd consider swapping it out for are the OG Stage 2 (pretty much shirtless Nemesis with more visible tentacles and a slightly mutated chest) and battle damaged remake 1 (the base skin but with tears in his outfit).

Trash bag nemesis looks so, so bad. Not even creepy just dumb.
Also he's shaped like a Coca Cola glass.

But we already got skins for Jill and Leon... Not counting the character swaps. Why would Capcom be so in love with the trash bags but say whatever to Resident Evil characters that people actually care about?

Say "whatever"? Why do you think Leon and Jill's skin are full 3 pieces sets even if they have the same headpiece as the original, and could easily be mixed? It's not BHVR who makes the rules, it's Capcom
But still, apparently he'll get a skin on the mid-chapter, so there's that, maybe BHVR was waiting for Capcom's approval on the skin, or maybe it's going to be a Halloween-themed skin and it makes sense to release it around Halloween

It is definitely weird that Nemesis doesnt have anything on the store since release. But yeah, that will change soon.
also maybe it has something to do with his mutations that require skins to be more work intensive, since his appearance changes based on tier level..

I do prefer the original RE3 look for Nemesis but to be honest I never thought he was very cool-looking in any iteration. He always struck me as just that game's gnarled beast but in human clothing for some reason (don't shoot me, I never played all the way through RE3 so if he has any cool lore I'm unfamiliar with it). The Tyrant looked cooler to me. Mr. X is cool. Nemesis is just a dumb goon whose only real attraction was being able to actually chase you through the game, a novelty at that time.
I guess - and I'm sorry, Nemesis fans - what I'm saying is that I never found the appearance of the character threatening or especially interesting.

Pyramid Head released with 1. Pig released with none and took years to get one. Michael released with none and took years to get one. Freddy still doesn't have one. Bubba released with none (not including unlockable masks) and took years to get one. Demo and Pinhead seem to be the exceptions, and Nemesis releasing with none the norm.

But the in-game store was only introduced after Pig, Michael, Bubba and Freddy got added. So it makes sense those didn’t have any at release while everyone that came afterwards except Nemesis was released with some alternate cosmetics.

How long did it take after the Store was released for them to get their cosmetics?

Don’t really have that memorized but it was different for every license as there were new negotiations needed with the license holders.. And every (licensed) char after that was already planned with some kind of cosmetics for the store from the beginning.

Some of the killers you listed came before the creation of the cosmetics store.
Of those that were released after the store was made; only 1, Nemesis, released with none. Ghostface, pyramid head, demo and pinhead all released with some cosmetic option.

renegotiating a license is different then negotiating for a new license, but for the sake of it I looked it up. it took just over a year after the store release for them to get cosmetics.
cosmetic store was released the 12 june 2018
pig got cosmetics july 17 2019 and November 20th 2019
Michael got cosmetics oct 20 2019
bubba got cosmetics nov 13 2020
freddy got cosmetics never

Capcom isn't very into referencing the past titles directly post-RE7, but having RE5 Chris in-game could be a good sign that they'd allow pre-remake Nemesis as a skin.

And so is it not entirely possible that Capcom, wanting to exacerbate the looks of remake Nemesis since that's the new canon storyline they're going with apparently, didn't want to give him any skins?
It's probably a Capcom issue. It's why Leon and Jill got their "classic" looks except it was from the remakes.

A Mr X reskin for Nemesis could actually work pretty well, since Nemesis’ power doesn’t involve much that made him unique (i.e. using weapons like the rocket launcher). Mr X didn’t use tentacles from what I remember, but he did have a mutated form that could tie into at least his hand/arm design for that aspect of the power. Even the audio can be kept the same for all I care, since a completely mute killer would be kind of strange for DBD.

Leon's was actually reconstructed from 4, similarly to Chris with his S.T.A.R.S. outfit from 5. The only difference is that Leon uses the same face from his remake design.

My bad- I only meant Jill's Classic Look. But since that's Classic is the 3make Classic and not the Classic Classic it feels like Capcom are really trying to erase the original RE3: Nemesis from history.

Yeah, the new games have been acting as a soft reboot (everything's still canon, but getting a fresh coat of paint so to speak). What's particularly bad about it is that it's the 25th anniversary this year and they've done nothing to honor RE1, only the new games. That's why I was so surprised that the RE chapter even had anything based on RE4 and 5. That's what makes me think it's still possible, but you never know.

But Nemesis is going to get cosmetics either way. So it’s still a little bit weird that he was the only one that didn’t get anything in the store on release..

Because they ######### up the dlc so much that capcom don't want to have bussines with them anymore? If i was part of capcom i would think that. Since release the dlc was full of bugs, the map, the characters faces and even today Jill have her face bugged.. and Claire still looks "High"

Capcom has always been fairly loose with the RE license. They're a bit more careful these days, but still not enough to where I'd think that they would refuse to do business or renew the license based on how the chapter was launched. It would have to get really bombed by the media for them to rethink things.

Well see.. but by now i think that new skins should have arrived if the dlc was ok for them, if no new skins arrive in the next months then it will mean that Capcom wasn't happy about Behaviour work. Because I have seen collaborations with Capcom in eastern games and mobile games with more care and better polished, and they continue to do so.
I explain it pretty well with an hipotesis, it could be true or not, time will tell. And to the question on why Nemesis didn't come with more skins on release i think i didn't come with additional skins because there isn't any additional skins for Nemesis in RE3. Behaviour made their models based on the ones that Capcom provided.
Making a completely new skin for a character would mean more work that they could handle with their agenda probably and it would require aproval from Capcom wich would delay the dlc release even more. And we now that Behaviour is very strick with their agenda, reason why we end with content not fully polished.
