True. They're still in your Terror Radius (or in the Detect Range if you use Legion's Addons), they just don't HEAR the TR. The Undetectable Status Effect is the only effect that nullifies Killer Instinct.

It actually doesn't, also Killer Instinct isn't exclusive to Legion. Demogorgon gets killer instinct on survivors at the same time as their Oblivious

Legion, Demogorgon, Ghost Face, Executioner, Nemesis, and Cenobite all have innate Killer Instinct procs, and true.

It's basically true and false.
Legion's Killer Instinct is based on his Terror Radius + detection range so if survivors are oblivious they don't get counted for his killer instinct.
Demogorgon's Killer Instinct is based on survivors being on his portals which inflicts oblivious status effect.
Nemesis Killer's instinct is based on survivors using vaccines which doesn't care if survivor is oblivious.
Twin's killer instinct is based on shrieking range of Victor which isn't affected by obliviousness.

If they don't hear your terror radius it won't work. It actually states this in the oblivious status effect in the game help.
Oblivious is a negative status effect for survivors which makes whoever is afflicted with it unable to hear the killers Terror Radius and are not susceptible to the effects of Terror Radius related perks.
