Why are some cosmetics locked as one?
Why are some cosmetics sold only as one set, meaning you can't buy just the head or the legs and mix and match? Even when I try to think of a financially beneficial reason for BHVR, I think of reasonable counter arguments. Does anyone ever remembering hearing BHVR explain why some cosmetics are locked and cannot be pieced out?

The ones on licensed characters are presumably due to contractual agreements on how those characters will be depicted.
The ones on non-licensed characters tend to be outfits that don't have easy separation points at the neck and waist, usually dresses and hoodies.
Some people seem to be convinced BHVR makes certain cosmetics sets for 'no reason' or 'out of spite', which is absolutely ridiculous.

I agree that some of the linked sets should be 2-piece-sets with the third being mix-and-matchable though. They kinda introduced sets saying this would be possible…

Definitely agree on the licensed character rationale.
Regarding non-licensed, I don't know. For instance, I have the Bunny Feng cosmetic. That is a hoodie, but I've separated the head and worn it with different torsos with no problem.

They needed years to get the bunny Feng cosmetic actually in the game - and probably just because of fan demand since concept art was revealed.
nowadays they would probably create it as a set because it would be way easier and I have actually seen combos where the hoodie really doesn’t look good and clips way too much.

I mean, the new Meg outfit is a dress that can be separated. Why is that? Seems arbitrary to me, but apparently that is absolutely ridiculous. So surely there is an explanation I am missing?

They for some reason have the parts cut off different from the mix/match and probably don't want to put time into changing it.

I think since Meg's dress was on the rift and you didn't get certain pieces until later in the rift people would be upset if they couldn't use one piece without all three.
