Why doesn't console have the option to change Graphic settings?

Seriously, why doesn't console have the exact same options as PC? I'm thinking if we console players can change our graphic settings to Low, then maybe it can help reduce the lag/fps issues that still remain.

    This is what I consistently wonder all the time. I get that making the game look nice has its merits but being able to sacrifice graphic quality for a smoother in game experience is far far the better choice.
