A "give up" option for being slugged would only hurt the game more
There is a pretty solid reason why this can't be added in the game. That reason is survivor players who just don't want to play in a game due to something in that match being considered boring for themselves.
- Playing against spirit, blight, pyramid head, or any good killer? Leave match and ruin it for others without punishment.
- Being slugged even for a legitimate reason? Leave the match and ruin it for the others.
- Being slugged even for just 20 seconds to place some traps or reload projectiles? You guessed it, they would leave the match for being slugged.
Remember what the game was like before DC penalties? It would be that over again, but this time the survivors doing it could walk away unpunished.
And another thing, how long of a slug would be enough to consider a concede option? A minute? 2 minutes? 3 even? If you are slugged for up to a minute or two, there is a good chance that your teammates are at fault (if the killer isn't right on you).
And there is a good reason to do this as well, you could be slugged for a minute because the killer needs pressure.
So no, a give up option for being slugged would not work out for this game. Not in the slightest.

if you're the last one, where is the harm in it? The killer could kill you, but they arent on purpose. or maybe they lost you and cant find you.
In that situation, there is no meaningful reason as to why the survivor just cant wish to sacrifice themselves to expedite the process and get into the next match.
No one wants to wait 5 minutes for a match to spend 4 minutes on the ground.

True, but that problem rests on BHVR actually implementing it. And I am pretty sure (hoping) that they would rather spend their time doing something else that is more meaningful.

1 minute after the third, noisy crow has spawned is a good amount, maybe even too much:
In order for 3 crows to spawn you need to be on the ground, unmoving, noone has to heal you and you must not be recovering by holding M1, and you have to stay like that for 100 seconds before the killer start getting notifications from the crows
If you are in that situation, it means the killer (or anyone else) didn't touch you or you didn't move for 160 seconds, plus the killer knows where you are, since he's being constantly notified by the crows
It should be pretty safe to assume that you're not going to be hooked if you're in that situation
So yeah, a "Bleed out" option in that case wouldn't hurt anyone, apart from griefers

Yeah, and I've watched teammates throw the match trying to get a slugged person off the ground instead of doing gens. That's not the slugged person's fault, but they do suffer from their teammates' repeated failures, keeping them in the match longer than the bleedout timer would. (Yes, after a repeated failures I do hold down sprint... and then they hover around like idiots instead of working on gens. But at least they can't hold me hostage by repeatedly picking me up. They lost just as hard if not harder than if I had been able to concede, though.)

I agee if surrender won't open hatch and give some BP rewards for everyone else.

Like I said to another similar comment, that wouldn't actually be a bad idea. But the problem with this is BHVR, I'm sure they would rather spend their time doing something more important. Like nerfing pig.
