Why won't the devs allow cross console progression
I would love to get the pc version but I'm not willing to leave all the progression and killers I got on the Xbox and buy them and level them all over again.

Likely just licensing. They IP holders probably get royalties per copy per platform sold.

Actually no.
Cross progression would mean your progress from one platform (Xbox as an example) could be accessed from Steam and vice versa. What this also means is any micro transactions you purchase would essentially be “free” on the other platform where you didn’t make the purchase. This means the platform that you didn’t make the purchase on loses the potential income they could’ve gained if you had instead spent the money on their ecosystem.
TLDR:
Blame the platforms for not being pro consumer with cross progression.
The feature needs to be approved by the platforms, not bhvr.

Bhvr is incompetent.
Cross progression is an industry standard at this point there's no reason they shouldn't be able to make it happen like everyone else who makes a video game in 2021

The devs know this is wanted, and for the PlayStations, but there's no update and it may never happen.
Most likely neither Sony or Microsoft agreeing on an acceptable deal with the devs, or possibly vice versa but I doubt it imo.

Pretty much the only other games that have it are from massive publishers who (according to leaked documents) have paid fees for this.

It has nothing to do with the devs and everything to do with sony and microsoft. Sony and Microsoft make money from you buying the game and buying cosmetics. If they let you swap platforms with ease then they lose money.

No it's not they do it with every game. And Microsoft has dbd available on game pass for both Xbox and PC still no cross progression.

So what is it, then?
There already is cross-progression between Steam and Stadia, and Switch has been officially announced to be joining them soon.
So obviously its not BHVR being unable to do it out of incompetence, because they have already done it for Steam and Stadia.
Do you think BHVR is intentionally leaving PS and XB players in the dust out of malice or something? Because it seems to me that it is more likely an issue with Sony and Microsoft.

Most things like this are only about money and nothing else.
Microsoft and Sony probably asking for too much from BHVR to pay.
So BHVR is negotiating for better price or are waiting until they amass enough money they wont need just to pay them off.
Both of which will probably take years to happen

My bet is that main issue is with how player data is stored seeing has now twice in dbds history we've experienced mass player account resets as a result of bugs.
An yes I consider bhvr as a whole to be incompetent considering thier patches are prepared and tested for months according to them and still come out as raging cluster storms like no other game I've ever played.
Then again behavior is the great company that brought us titles like The Suite Life of Zack & Cody: Tipton Trouble, and Disney's Kim Possible: What's the Switch? So maybe I'm wrong 🤔
