Do you remember...?
when old undying was still a thing and it had a chance of making 4 people cleanse a maximum of 5 totems? It was apparently so oppressive that it had to be nerfed into the ground and then new anti hex perks were introduced and old ones were buffed.
Now we have boons, where one person has to run around and stomp infinitely respawning boon totems while already on a strict timer. I gotta say that is absolutely reasonable and a fair and balanced addition to the game.
Oh, and let's not forget that thrill of the hunt was nerfed, so that it wouldn't interfere with this fun new mechanic. We don't want killers to have a good perk to counter it or anything, right?

Old Undying had a chance to make people cleanse 5 totems of a map wide powerfull effect with zero cost to the killer outside of the perk slots.
Boon totems have a set radius and need 14 seconds + travel time to set up first and then again each time they are snuffed.
If that travel time is 6 seconds you just got a pop for free. Realistically speaking the travel time will be much more then 6 seconds.
If you as a killer snuff 5 boons then the survivors could have done 87,5% of a gen instead. Not counting travel time so you can most likely double that.
The comparrison really doesn't make sense

Zero cost?
Costs two perk slots minimum.

2 perk slots for potentially 4 ruins + some aura reading.

I mentioned that in the same sentence

That's fair.
Given that built to last triples survivor items, prove thyself chews through gens with or without items/gears, and survivors can easily do bones or bless bones, that's completely fair.

At the very, very least, Undying reduced the amount of camping and tunneling for most of the community.
Circle of Healing, and cursed may Boon Totems be, is just broken and annoying.

The issue with Undying is that it quadrupled your amount of Ruins to 4 Ruins. Boon totems require you to go back and light them up (although there are 3 other survivors making this less difficult), while killers don't need to worry about their totems, they just do their thing. Also, Ruin was pretty much the only perk that worked with Undying, making its design even more flawed.
The only boon totem that needs to be toned down IMO is Circle of Healing.

The survivor goes in search for a totem (X amount of time) then has to bless it (another 14-24 seconds).......Bring them on. They are only problematic on specific maps (RPD, and possibly Hawkins/Midwich) so I have no problem with them.....YET.

Do you remember when many killers said it was fine and didn't need a nerf?

Well Ruin and Undying didn't work on (one area), Comparing this to boons is questionable. Also finding a totem and turn it into a boon totem is time wasting for survivors to not work on gens.

Old undying was pretty ridiculous, more so than boon totems in my opinion. But I do find the fact that boon totems have infinite charges quite stupid. Both of these things were broken and need/needed changes.
