Have survivors move at 80% or 85% speed when more than 20m from the killer...
...and knock 8m off the current TR of every killer. That will globally address the "hold W" meta without tinkering with individual killers. It is absolutely ridiculous that you can tack 35 seconds onto every chase by simply running away at the first hint of a heartbeat.

I think it's a good idea at first glance but probably isn't. It is an issue that needs to be addressed but running away and hiding are part of the game and what survivors are suppose to do. This is why Nurse, Blight, Spirit and perhaps Huntress are such good killers because they eliminate that 35 second gap in a single second. Every other killer however loses in that regard because they can't cover those 35 seconds. Slinger, hag, trapper, Trickster, Billy, etc can in certain situation fill this gap in the same way but no where near easily and not without a little luck/rng.

I mean that's mainly Spine Chill gamers, the immersed Blendettes. On survivor side, being chased is the most fun part. I'll sit on a gen, until I can pretty much see the killer. But that could be just me, because I like the chase aspect over holding a button down all match.

A better idea might be to give killers a "Terror cooldown" where the longer they arent in a chase, the smaller their terror radius becomes, forcing survivors to pay more attention when the killer has been missing for a bit.

Here's another idea, return fog to The Fog. it is ridiculous how far and how clearly you can see, literally on my last match as Nemesis I ran Lethal Persuer, turned a corner and saw one of the Survivors clear as day on the other side of the map, making the perk entirely redundant.
Thicken the fog a little more and maybe Survivors won't be able to see your every move.

On a total tangent, I wonder how often those mist offerings are used? I never bother with them personally. π€·ββοΈ And honestly if nobody is using them maybe the devs should consider replacing them with a different effect?

Block all generators for 20 minutes and nail the survivors to telephone poles

Making the survivor scream and kill themselves anytime they move would be a better solution
