Balanced if not more on the weak side
His M2 is really really easy to dodge and fake.
He's not bad though, an okay killer and as a survivor fun to play against.

The only thing that needs changing with him are some elements of the cages. They are supposed to spawn elsewhere when he gets too close, but from what I've personally seen this translates to him licking the cage in order for it to move. There's also no reason it should give an explosion notification when a survivor is uncaged, as it disregards all hook related perks. The point of cages is to save time, not give a free pass to camping and tunneling. It's completely unfair.
That's really my sole grievance with him. Don't think he needs any other buffs or nerfs.

I would probably only remove the uncage notification. Other than that he’s pretty well balanced.

I hate not being able to loop anything normally with him. me and my friends have a saying for him. You can't but you can't not. You can't drop or vault anything or you're dead to his main power and you can't not throw or vault because then he can just run you down and m1 you

As a person who plays him quite a bit, he seems pretty balanced, but slightly on the weak side of balanced.
Because his punishment right now is so slow and easy to dodge, and he's so slow while doing it, it's rarely worth using. And if I do use it, it's to try and force survivors towards my trails.
The trails are what makes him balanced and if he didn't have that aspect of his kit he'd be super weak right now. But the ability to cage someone quickly and the fact that it bypasses perks that are strong and meta right now, is strong in itself. Which keeps him kinda balanced. But if you can't force survivors into your trails or you forget to put them down consistently, welcome to M1 city.

Honestly not sure, it's just very slow and predicable as long as you are looking behind while running. You can see his arms animation when he's about to use it and there is a delay giving you plenty of time to dodge it. It's only strong when you are force to go to a window and even then you can fake the window forcing out a M2 to slow him down.
I legit don't know how to make his M2 better other than maybe making his range addon base kit.

I don't think the range helps much tbh, because it's length and not width, still easy to dodge. Range is great if you're further away or if they vault and go straight, otherwise it's useless. I'd think maybe rework some of his useless cooldown add-ons and make them a reduction to the delay of it.
That's another thing that kinda makes him on the weaker side, almost all of his add-ons are trash.

His cages need to spawn more consistently. Make them spawn away from survivors.
I honestly feel like his base-kit could use a buff though. Like, maybe give him a baseline range add-on? His add-ons in general need adjusting as well.

Not a Survivor main, but increase the base kit range, reduce some of the delay (DH completely destroys his power), maybe make it slightly wider and make it so that it still triggers even when going through objects so the range is visible. And also, y'know, make it work even when no ground is detected or if elevation is detected.
It's so easy to counterplay, you need to animation lock in order to hit it against good Survivors. Otherwise, you need insane reads.
