Medkit Abdominal Dressing item addon is lying
The way this item addon reads is that it reduces 8 charges and speeds up the healing, however this is a straight up lie. If you add it to any kit that has more than 8 charges it will drain the entire kit long before you're fully healed, furthermore when you add ANOTHER addon that adds 8 charges to your medkit it STILL burns your medkit out before a full heal. Which means this addon doesn't just take away 8 charges, it takes away more than 50% of your medkit.

I've only ever had a problem with the addon when the medkit has exactly 16 charges the medkit ends up 99ing the heal it's and issues with the charges and time modifier it's been in the game for ages

Try any medkit right now with the abdominal dressing and see if you can get even 1 heal out of it.

I havent used it in a while but when i did it worked fine. When i get home i'll try it on a yellow medkit

I've never had an issue before while using AD. A brown or green medkit with AD won't heal you since you need 16 chargesf for 1 heal, AD makes it where you only have 8 charges on a brown or green medkit, giving you half a heal.
I usually combine it with Bandages so I still get 1 heal out of it and I never had an issue with that.

Been using it in my rangers medkit just fine charges seem right
The green medkit and brown medkit with dressing and bandages only 99 the heal that's a bug
But I haven't had anything like that you had. Maybe your killer had presence
