What Killers need reworks the most?
In my opinion, The Shape, The Ghost Face, and The Legion need reworks quite desperately.
The Shape is just bad in general. He has to stalk to get going and honestly Tier 3 doesn't even make that big of an impact. Tier 3 needs buffed for the most part.
The Ghost Face is never played how he is intended and has really bad reveal mechanics, which lead players to abuse his stalk mid chase to expose someone, despite the Survivor clearly seeing him. He's mostly bad but his horrible reveal mechanics give him an advantage, so a rework could possibly buff him but also make his reveal work better, thus making his stalk less abusable.
The Legion if you ask me is the worst Killer. They excel at injuring and that's it, making them almost like a worse Plague. Plague beats Legion in every way.

I think the problem with Ghost Face is that he is based around stealth, playing slowly and carefully, but we all know that a well played game from the survivor side is basically gens getting slapped in minutes, so any rework of his power to make him work around actual stealth and preparation, would probably make him even less viable than he is now.

tbh I don't think him popping his 99'd reveal in a chase is even that bad. You already had to stalk someone up to 99, so you probably done that by either using stealth, or superior movement.

I agree with Legion, but I think Ghostface just needs his reveal mechanic fixed + some actually useful addons, then he'd be fine. Myers is definitely the least in need of a rework- he needs buffs and tweaks, his core kit is completely fine and, more importantly, an extremely good translation of the movies so I'd be very hesitant to change it.
Legion could do with a complete ground-up rework to make their core idea work a bit better, for sure, and I think Clown needs a pretty substantial suite of changes- he's the weakest killer in the game, and while I enjoy his kit a lot, it's hardly very interactive. In the other direction, I also think Nurse needs to be reworked; not because she's too strong and certainly not because she's too weak, but because her design causes balance issues for the rest of the game.
Other than that, I think most of the killers in the game are in a pretty decent spot when it comes to core design, most of them just need buffs or tweaks.

That isn't the biggest issue. Ghost Face constantly peaking out from corners and hiding in order to stalk you even though you see him is the issue.

Yes I know he appears to be walking in DBD, but he's basically running due to his speed.

Eh, I wouldn't consider it running. I'd consider it being a juggernaut that will inevitably catch up with you no matter what you do, which is how he works in the movie.
Besides, some sacrifices have to be made, and bearing that in mind he's a remarkable translation.

If I was going to make one killer change I would make the add-on that lets Nurse see where she is teleporting part of her base ability. That add-on is intended for new players to learn the character, experienced Nurse players don’t use it, so why not make that glowing landing pointer just part of the ability? That would make her a bit more friendly to learn without having to give up a slot and without making her significantly better at high end play.
Also her add-ons that suspend her ability to teleport so she can move 115% are really dumb. Giving up your ability to become a powerless vanilla killer is silly. Make it so it suspends the teleport but gives her some other advantage instead, such as maybe moving 120% speed for the duration. She can’t teleport but she can run faster than any other killer at base speed while that’s in effect. Then it’s more like swapping one ability for a different ability and both abilities are better than having nothing.

None of the killers need reworks. When you rework a killer you abandon their current player base, and we don’t need another Freddy scenario.

Do you know why you already see him?
None of the maps are stealth friendly, none of them are particularly dark. All of the maps (despite being random) are pretty predictable. It is pretty obvious to anyone with experience where a Killer is likely to approach from, and let's not even mention SWF advantage for calling out where the Killer is. Some maps have bushes, but these actually get in the way of him stalking since they obscure his vision.
I think GF should have his power cooldown massively reduced. If you want to play stealthy right now, its pretty punishing, as soon as you get revealed, you are basically forced to go and chase survivors and play aggressively for half a minute, as there's absolutely nothing you can do in the way of stealth, until your power is back, you're basically an M1 killer.

I don't think Legion as a whole needs a rework. They need some minor buffs and a rework to two add-ons (Frank's mixed tape and stab wounds study).

Freddy needs his on-release power back ASAP. The fact that it hasn't happened yet is genuinely concerning.

With Legion being the only killer that has a power that cannot down survivors, and the fact that the Shape can literally run out of power if no one left can be stalked, makes them the two killers that need reworked the most imo.

Yup. No disagreement here. Ghosty and Myers need some sort of mobility or built in aura reading to help them locate survivors.
Legion just needs to be rebuilt from the ground up.
I'd also say:
- Wraith. His toolkit is a problem, because it makes him overly strong at lower MMRs - and when he is changed to make him weaker there, he becomes awful against decent groups.
- Pinhead. His M2 is so incredibly niche that, without a specific iri addon, it's barely worth using on certain maps. His 'box' also becomes useless against anyone who knows how to drop you directly into a jungle gym.
- Trickster and Slinger. Ranged killers are just a problem all-round, they are just too hard to balance.

About that last statement, I disagree. The Huntress is likely the most balanced Killer in the game, I have no issues with her whatsoever, except Iridescent Head.

Huntress is the exception that proves the rule, and it's taken almost forever to properly balance her.

I think Ghostface is in a good spot. A great spot actually. Having undetectable status basically on a cooldown is incredibly strong. Use it before an engagement, use mid chase in a loop (to clear red stain) and overall taking advantage of stalking power when the survivor numbers are dwindling. Very strong killer.

I think Ghostface is better in late game because of his innate exposure effect through stalking. Could easily snowball a game. Wraith still has to deal with smart survivors who can loop and deal with his normal form easily.

I don't think any if them need an actual rework tbh. Even Legion. Most killers are in need of better add-ons and general tweaks + buffs though.
