There's no shortage of perks to counter it.
Also the argument that "survivors shouldnt need to waste time trying to get rid of a perk that may or may not be there." is the height of double standards, as killers have to waste time respecting DS, BT, DH, UB. All perks that survivors may or may not have.

NOED is far from the strongest killer perk in the game. It's strong, sure. but it's not even near the level of perks like Ruin, Undying, Tinkerer and No Way Out among others. You don't get any value until all the gens are done, and it's in the hands of survivors wether you get value from NOED or not.
Also run a perk like Inner Strength for your incentive to cleanse totems. Inner Strength is a fantastic perk.

No, but it doesn't need much of a nerf. Just make it Expose everyone when the last gen is done rather than upon the first hit, so it feels better on the survivor end and you can play around it.

Yes its fine. If every survivor cleanse a totem as soon as the trial starts there’s only one remaining and they only lost like 10 seconds.
Proof of NOED being fine is how it’s useless against good survivors. It could even use a buff if you ask me.
The only nerf I would agree to is to show the exposed status effect before someone gets hit, when the last gen pops.

No. Its only suggested counter is a huge investment that widens the gap between swiffer and solo, and 80% of that investment ends up making the perk stronger. 100% if the killer hasn't equipped NOED.
If it was baseline rather than a perk, it'd already be more fair. It'd be even more fair if it didn't fire at full force when there's only one totem left.
