Legion
At least it wasnt a locker reload.

Legion
Twins are messy and were completely unfinished on release, but at least the idea was there, they were unique. They have been mostly finished and currently function normally for the most part. Legion is literally just "He runs fast", and they couldn't even do that without messing up worse that they ever messed up with a character before. He was a broken mess that had clearly never been tested, they desperately tried to fix him, failed, then gave up.

Legion
Was twisted between Twins and Legion. Twins are a great concept but the excecution is very poor.
However, Legion is a walking design failure, always a weak Killer and almost killed the game in its first state. And with the current Kit, they need a complete Rework to have the potential to be a good Killer, since buffing them while keeping the ability to vault Windows and Pallets will probably not be possible.

Twins
The Twins, power is so poorly thought out that it hurts, Victor couldn't even search lockers on launch, which to figure out this was a problem would have taken literally one playthrough and some testing.
Currently they are good at things nobody likes, camping and slugging, and really bad at everything else.

Twins could use an update and Claudette could use a rework (no m1 and all), but lesion doesn't really live up to any expectations.

Trickster
Trickster imo is poorly made due to one thing, his power choice. We could've had a Kpop Killer that used their dance practice as means to move around the map and loops gracefully, or a map control Killer able to put down speakers and blast music to annoy any hurt the Survivors but no, we got spam knife and lose game due to no map pressure

Hag
Hag is the only killer in dbd that downs people without chasing them, completely ignoring any interaction between killer and survivor. She does not take any mechanical skill to play whatsoever, just a little map knowledge. Incredibly boring to play as/against. Add on top of that excellent proxy camping. She needs major rework, but probably wont get because no one plays her anyway.

Trickster
Love the concept of Trickster and was excited to see a KPOP killer, but the power is just... why? They could've added a cool AOE effect of some kind that can change depending on music similar to Lucio from OW, but we just have another range killer whose power doesn't feel any different from the existing ones we already have.
Still hoping for a new power rework, though it's most likely not going to happen any time soon :p

Clown. He is simply the most boring killer in the game and is nothing but frustrating to okay against as a survivor. There's nothing "fun" about how his ability works, and to add insult to injury he isn't even good. His bottle throwing feels awful and he is the most linear and brainded killer in the game.

Deathslinger
In terms of game design it is easily deathslinger or trickster, both powers could be good if tuned and reworked but as of now, they are just awful

It is a Mix between Legion and Twins for me; Legion had a interesting concept upon the Official trailer; but in gameplay and current power; they can be very weak agaisnt Survivors whom are not only self dependent but also learn to split up and spread out!; which hurts Legion capabilities to spread the damage upon everyone.
Twins has a unique power; the first ever muti killer in which you can switch between the two; but... the power is complex, sluggish (pun intended, as not only their power makes them slow, but also their playstyle). They were just incomplete as Legion, accept playing as Twins can forced you to play a Camping, Slugging, and Tunneling playstyle which is why I am not fund of, all the time.
Both killers needs massive reworks and buffs; to be interested and not so boring to play as, and play agaisnt.

Hag
Everything about Hag encourages everything that makes DBD unfun. No chases, just free cheesy teleport hits, spam traps, wait, repeat.
No chasing, no mind games, just spam traps everywhere, get hits, down the Survivor, hook, spam traps around hook, repeat.
NOTHING about this Killer is engaging or fun in the slightest, and if I had the power to delete her from DBD I would in a heartbeat.
She needs a rework yesterday, as it stands everything about this Killer is vile to me.

Twins
Twins only because BHVR doesn't know how to make this character live up to their potential and instead are fine leaving them in the state they are now, which despite having a high skill ceiling, their skill floor makes most just camp with them.
Victor and Charlotte should have team plays, such as toggling it to where Charlotte slowly walks to Victor's position or not. Nerf camping by making it to where you can't have victor out inside an area near a hooked survivor, and if he is out he's destroyed UNLESS you're close to a survivor who've you've been in chase with within the past 30 seconds. Just because of Haddonfield, make Victor able to vault windows, and maybe even block them. Breaking out of lockers should deal damage. Nerf Victor's miss cooldown, and buff his down cooldown.
Twins have the potential to be one of the coolest killers in the game, but this is all just missed potential because there's no longer incentive to improve them since the chapter has released and there is a very small Twins playerbase

Hag
She's boring to play and even more boring to play against, her power is not interesting and is just "you stepped too close to triangle, congratulations."
She also heavily encourages camping and if you get downed near basement against a decent hag it's often just GG since you can't crouch out fast enough before she can just walk back herself. There is nothing about her that makes her engaging or fun to play against.
I'm glad almost nobody plays her.

Michael Myers. It's between him and pig for me.
Pig because having any power that is so largely RNG based is bad, and makes her feel bad to play. However, all you'd have to do is change how that works a little and she'd feel a lot better.
I see a lot of people say legion. But really they're easily fixable. Reduce the fatigue some and take away the loss of power bar when hitting someone and they'd feel a lot better. The problem is that behavior keeps buffing or nerfing the deep wounds and the add-ons that affect it, which is dumb af.
But Myers... Myers entire kit is bad. He has one decent perk, which is save the best for last. The rest, including his power, is only good for meme builds. His power revolves around being weaker than any other killer for most of the match, with very brief moments where he's slightly better than M1 killers. However, even at his base power it takes so long to get to his tier 3, and matches go by so quickly, that you really don't get to use the strength of his power except maybe once or twice. His power is extremely dated and most matches are over before you really get to use him.
But he's become such a meme that most people only play him either scratched mirrors, or double iri. And if they did change him everyone would be upset. So right now he's pretty much the worst of the worst, and will probably remain there for a long time.

There's genuinely so many badly designed killers but those who have the worst design are killers with powers that can't be properly tuned. Legion and Trickster being good examples among others. This isn't about release or looks, it's about their power design. Their powers are so limited that buffing or nerfing them will make them or break them, at worse it's so miniscule it doesn't change anything.
What do you even do to buff such a simplistic yet dull power like Legions? Tricksters power is so similar to Huntress that there's no point

Claudette
I have hard time learning Claudette. She can vault same speed as survivors and drop pallets, but she is 4.0 killer so I can't reach survivors when they hold W.
She don't have terror radius, so she can sneak up to survivors. Most of the time survivors don't even run away from me which is good.
But the fact that I can't hit and hook survivors make Claudette worst killer in game.
