Out of Every Character in the game, who has the worst personal perks?
I'm not really sure. Probably slinger for me. gearhead and dead-man's switch are ultra low tier, and retribution is solidly C tier (unless paired with plaything).
Legion maybe comes second last, but is saved by having more fun/interesting perks (in my opinion)

Then yeah probably slinger. Or huntress perhaps. Her perks aren't exactly great

PH's perks are all pretty bad, and that's AFTER they were all buffed.
But OP's probably right. Deathslinger's perks are dogfood. So many requirements, restrictions, limits, and all in service of some extremely minor, very short-term aura reading (which is useless to Deathslinger, now that he's been nerfed out of being able to actually sneak up on survivors).

Survivor wise, Quentin. His perks even are just don't fit into any worthwhile builds. Killer wise, Wraith and Huntress. Bloodhound does really help much, Predator just actively works against you, and why use Shadowborn when you can use Monitor and Abuse for better benefit. Huntress on the other hand has only one good perk and is lullaby. Territorial Imperative is functionally useless. Knowing someone is in the basement when you're basically across the map helps exactly none. Beast of Prey is a perk centered around bloodlust and while it gives undetectable now, if you're in bloodlust they know you're there. There isn't a playstyle that benefits from relying on bloodlust and she herself has a ranged power that removes health states so she herself doesn't need it.

I think PH is a different case because his perks can be fun and strong, but there are better alternatives. I think his are a little like the Twins' perks, unique, fun, and not terrific.

I can KIND of see some use for Trail of Torment, maybe, sorta, on SOME killer out there, but definitely not PH himself. His passive walking and power use is one of the loudest, noisiest sound profiles in the game, and he's the only killer whose power has a giant "don't stand here" warning light for survivors to see. He gets zero use out of stealth anything. The other two are just awful across the board. Forced Penance needs to do something like hinder for a chase trade-off, or long-term aura reveal, or prevent them from working on gens or something. And Deathbound needs to apply Oblivious to BOTH survivors, not just the one.
PH is Pyramid Head. Ph is Pinhead. Also, PH's perks got buffed (but they're still bad), while Ph's just came out and haven't been touched.

Probably Huntress. All her perks are useless, and can only be activated if the Survivors allow them to (aside from Beast Of Prey but that barely dies anything)

Wraith is pretty bad I think as far as killers go. Survivor, probably Ash overall, Flip Flop is decent if you are up against a slugging killer, or a killer who is scared to pick-up out of fear of DS, but Mettle and Buckle are kind of garbage.

I find it odd the people saying huntress. Lullaby is decent at least, it can really F up a survivor team if you get a really good spawn location on it. The other 2 are bad I'll grant you, but all 3 of wraith's are pretty meh. Who cares about a slightly bigger field of view, or scratch marks or blood pools that last longer? So many better perks than those.

Ace is worst for me. Ash has some use in sync with others, and Ace really only has "Ace In The Hole", and even that is kinda pointless for me.
As for killer, The Wraith has 3 perks which more or less do the same thing, with Predator being the only perk that can cause a disadvantage.

For Survivor, I'd say probably Ash. His perks have an interesting concept, but overall the concepts are either weak and unnecessary for gameplay or poorly executed.
For Killer, there's a few out there, but I have to give it to Twins (Honorable Mentions: Deathslinger, Huntress, and Wraith). Coup de Grace 99% of the time you don't get to really use because you're smacked with a pallet or miss, Hoarder helps survivors more than the killer running it (seriously, who thought this perk was a good idea?), and Oppression is alright. Oppression has more use than the other two, but I'd say there are better gen protection perks and with the current state of killer, gen protection isn't necessarily on many killers minds, just trying to make the best of the bs the devs are putting killers through at the moment.

Trying to think who is the worst reminded me how many terrible perks are in this game. Killer I think I'd have to say Huntress. All of her perks are really bad. Survivor either Ash or, as much as it pains me to say, Ace.

Absolutely. He is the only killer I have at level 30 and plan to keep that way until the very end of my grind for that reason, more or less. To be fair, the only reason I have Deathslinger at 35 was specifically to search for BBQ on him. I guess he would be 30 as well, otherwise.

Ace's perks are not great on their own (and literally do nothgin for you when you try adept), but it least they work reasonably well in certain builds: Ace in the hole fits perfectly in for scanvenger builds with plunderers and appraisal. Open handed greatly increases the value of already good perks like bond and kindred, can also help you with plunderers, visionary or windows of opportunity. Up the ante is pretty trashy, but with slippery meat and all survivors bringing salt lips in can work like very second game.
Ashs perks are worse, imo. You pretty much have to throw the game to get mettle activated most of the time. Sure there are games were all fits together and it is a game changer. But then there will be nine other games where you play stupid to get your stacks, effectively killing you or your team. Flip flop only works somewhat "consistently" with Power struggle, but getting that to work can be even more difficult than activating mettle, at least in solo queue. There are only a few situations were you will be left on the ground long enough to recover to 50% on a pallet (being tunneled of hook and left an the ground bc of ds, being slugged for 4k). And even if you get that, most of the time another survivor will come to pick you up. Or you could just use unbreakable directly instead of wiating for the killer to pick you up. You really need a 4-man for that to work. Then it can be real fun (and frustration for the killer). Buckle Up we just do not need to talk about, it may be THE WORST of every survivor perk.

For killer, I'd say wraith. Predator is worthless, bloodhound is extremely underwhelming/following blood isn't usually hard enough that using the perk makes much difference, and shadowborn is just an FOV increase which I know some people like using on certain killers but overall it's pretty niche.
For survivor? I'm surprised no one has said Jeff yet, actually. Ace and Ash are definitely down there but at least Ash has flip flop and you can have fun with that if you run power struggle.

I'll play Devil's Advocate here with Buckle Up and say that for newer players wanting to know when it would be best to recover a downed survivor, and also to see where the killer is once up to get out of dodge. It's not amazing (by a long shot), but I feel it has more of a purpose and better usage than Up The Ante. Flip Flop, as you say, has some merit with Power Struggle, but also could work with a survivor who has Breakout, and potentially with Boil Over. Considering Up The Ante would only have any use with Slippery Meat (another terrible perk), it doesn't feel as good.
Mettle of Man is an absolute pain in the arse, especially considering the killer can see your aura after healing after using it. I think it's more of a tally up of events which grants it, that may help but mpstly by accident.
Out of Ace's perks Ace In The Hole is the best one, and there's some merit to Open-Handed, but it's really not a huge buff. But Up The Ante is a real dog's dinner!
I respect your points though, and they certainly Are good arguments. It's probably down to personal preferences as to what someone wants out of perks.

Huntress. Lullaby ain’t much out of a skill check build. Beast of Prey is in contention for worst perk. And Territorial sucks outside of everyone but Demo. Wraith, Pyramid, and Slinger

Buckle Up and Up the ante are both pretty garbage, thats for sure. And on their own, without a dedicated build to that, Up the ante does not do anything, where buckle up might give you some valuable info where the killer is (you get to see their aura when picking someone up, that effect is usually forgotten ^^) in one out of 5 matches or so.
So yeah, the absolute WORST survivor perk is likely up the ante (if it would increase chance to get better items/addons from chests it would be another deal). But the worst set of perks is Ashs, at least for me, bc with each perk you will struggle to get any use out of it. With Ace's Ace in the whole and open-handed, you get an imidiate effect (given you loot chests or have another aura perk). If we consider use of perks for adepting, then Aces perks are probably the worst, given that you will have two totally dead perks (open handed and up the ante), and only ace in the hole to help you a tiny bit.

It's Huntress. Wraith's perks are pretty useless for most people, but Bloodhound is mostly good for helping beginners track injured survivors and Predator... ostensibly does the same even if it technically actually makes tracking harder if you know even slightly what you're doing. Shadowborn is also a nice effect, it just should be an options toggle, not a perk.
Huntress, though... Beast of Prey has such a useless activation requirement for an effect that's only barely useful for the situations you can use it, Territorial Imperative is an even more mediocre effect with a weird distance requirement, and Huntress Lullaby is only passably okay in very specific gimmick builds. I think all of them could do with a complete rework, they're laughably bad.

I'd say Feng Min
Technician- can be described as a beginner perk... Makes missed skillchecks silent but lose a bonus 3% progression
Lithe- can be good... if you have a build for it... or you don't run the same loop after a vault (I used to run this a lot back when I first started playing)
Alert- can be good... if you are looking around when it activates... and if the killer breaks pallets, Gens and Breakable Walls
I'd say Pig
Hangman's Trick- Now that's a joke... After it's redesign it's useless
Surveillance- Can be good if you're running Ruin, Oppression, Eruption... but then again 8m of Gen repair noises can be beneficial
Make Your Choice- Is good for those of us whom don't camp... or at least 32m away when the save happens (but who does that)
Or Doctor
Overwhelming Presence- Item usage goes up by 100% when in TR... but who does anything but run when they hear the heartbeat
Monitor & Abuse- shrinks TR by 8m when not in chase but gives it back when in chase+ FOV sliding in and out
Overcharge- Gives a skillcheck to the survivor whom touches the Gen you've just kicked (but it can be completed while running away from the Gen)... Oh and it's difficult and if the Survivor misses that skillcheck the Gen losses a bonus 5% of progress
Or Nurse
Stridor- Makes Survivors breathing louder by 25% and if they are injured 50% (but who isn't running Iron Will
Thanatophobia- For each injured, hooked and/or dying survivor receive a 4% gen, Sabotage, cleansing speed debuff (but who isn't healing ASAP or gunning through it)
Nurse's Calling- If survivor(s) are healing within 28m of you they're aura is shown to you (But who does that... plus Shadowstep)

Some of those perks are actually really good- Lithe has extended many chases I've been in (as killer), Monitor and Abuse is a very solid stealth build perk, Make Your Choice is phenomenal on anyone with mobility, even Nurse's Calling can be really good in some situations.
Even the less useful ones are nowhere near the bar set by perks like Territorial Imperative, though.

They are? I've seen people recommend M&A and Make Your Choice multiple times before, they're generally considered good as far as I'm aware.

Again don't get me wrong... just personally I don't use those perks... or see the benefits of using them
Plus the way the game has gone.. some of those perks aren't being used (again from what I've seen... which isn't much) cause there're better perks available
