It's pretty likely, yes. The Hex isn't that good because Boons exist, but it looks scary, so it'll probably get nerfed before it even hits Live.

Hot take: I don't think any of the new killer perks will get a nerf, and I don't think Exponential is going to be used past day 2 of release.

I doubt they will nerf grim embrace or the hex. Grim embrace has a strong requirement to activate (4 unique hooks) and the effect is 30 seconds longer of a game, it's good but not gamebreaking. And the Hex is a hex so... What i hope they nerf is the boon totem. "Let's give all survivors an area better unbreakable for just 1 perk slot, what could go wrong?"

Hex: Pentimento looks scary but you can easily deny it via boon totems. You also need another Hex like Ruin or Devour, otherwise survivors don't even need to break any totem (they can still just bless the hex but this takes forever). If it becomes meta, survivors will soon adapt. It's probably very, very strong against solos but against swf with comms it's useless because you can just call out the position of the totems you cleansed and then re-cleanse the new hex totem and then its gone forever. But at least it's some time they don't spend at gens and rekindling a totem takes only 1 second.
The Scourged Hooks: Bird of Prey perk looks very strong for me. It's good slowdown and info/ tracking combined, also keep in mind people will use it together with Pop or Ruin.
Grim Embrace also looks decent and it encourages a healthy playstyle. It will also synergize with the other "hook 4 survivors" perks like Way Out.
The survivor perks on the other side? The new Boon Unbreakable will be strong with swf and that's it. Don't know about the new exhausted perk, it can give you the additional speed needed to get to that strong building/ loop after getting hit and there is no skill needed to use it properly. The other one with the skill checks seems to be a beginner perk and will never be used.

The boon is basically just a fast Unbreakable. It's fine as is. Not like you'll be able to use it unless someone big time distracts the killer.
Birds of Torment probably won't be nerfed right away if at all. People need to stop complaining about things they've barely had any time to learn how to counter. (Seriously, PTB has been out for less than half a day)
Grim Embrace takes time to activate and only works once, strong when actually active? Yeah, but it hasn't been too threatening in the games I've played against it.
Hex: Pentimento... ok yeah you're probably right. That'll be nerfed. Then again, it's a hex, so maybe not.
Also, you're calling BHVR predictable for doing something they haven't done yet or even announced are changing.

geim embrace isnt even good but for the rest i agree they will be nerfed even if they are FAR from god tier but hey killer experience is not something behaviour want killer keep getting huge nerf and nerf

Lethal Pursuer got buffed despite the forum meltdown, and his other 2 perks got buffed.

Sure, it can really mess with the casual players. But any competent group of survivors won't have problem with it
Hell, the survivors have to destroy the totems for it to even come into effect, and since totem locations don't move and are generally easy to find to begin with, just destroy it a second time and it will never come back
