Which killers (aside from bubba) do you think camp the most?
Twins don't count either, because bias.
I'd say the top runners are Ghostface, Huntress, Billy, Nemesis, and Slinger. (all at low ranks*)
that's just my experience though.

I legit haven't seen a Twin use the so called forbidden technique I keep hearing about.

heck, I've gone against one face camping leatherface who wasn't just meming and let me go at the end, and they were so new they didn't know what Noed stands for.

Wraith. Huntress occassionally as well.
Dunno why people say Nemeses camp so much, I have yet to see one do it.

There was a hidden nerf or something broke in the last patch no one knows about because no one plays the twins any more besides me and like three other people that prevents using elevation difference on hooks to release Victor so park and camp might have been killed.

I mean, I too, play twins, but I just don't camp.
I wish they'd get some QOL changes (like not having massive stuns)

Hag. But that's just down to her power being insanely good at it. She can wander off from the hook and still be camping it. Weird that PH isn't allowed to leave his trail near a hook, but Hag can lay a trap directly under it.

that's true, but that can be avoided by having the rescuer crouch. I mean the "up in your face hitting you on hook" camping.

Bubba and Hag I would say are the top campers. Bubbas just tend to but Hag it's basically her required play style.
Outside of those 2 probably Billy. Every single Billy match is a game of pretending to chainsaw away from the hook just to instantly chainsaw back and pretend it's not camping. Quite boring.
Surprised anyone would say Twins. Outside of myself I legit don't think I've even had a single match against a Twins in the past month...and I play literally all day, every day. She was already extremely rare before, but after her nerf, CoH meta, and the boon unbreakable coming they've essentially killed off what few there were as her play style is essentially dead.

Yeah, but you have to crouch to the hook and then away from the hook, which makes a rescue take an age and a half extra, and even then it can sometimes freak out and trigger the trap anyway, and the killer get a ton of extra time to catch the unhooked.

As soon as 2 gens are done they trap and proxy every hooked survivor hard.

I think all Killers have the potential of turning out to be campers when the match tilts in certain way that does not favour them, but that's just core mechanics allowing it.
Camping as in, hardcore camping, which is just staying by the hook and preventing anyone from doing the rescue is something I've only ever seen Bubba players do in a regular basis. In a secondary, lesser likely, positions are a tie between Wraith and Twins and, in a third place, I'd probably say Trickster and Hag.
Other special mentions are basement camping builds for Trapper and Hag, but they are another thing and I don't run into them quite often, thankfully.

ive also encountered like a grand total of 4 twins players ever since they came out, so thats not very surprising tbh

Ironic enough, all blight's and Nurse's I encounter camps the hook cause they have good map pressure options. So instead of going find other survivors they just go for a bit and then come back at Full speed.
Also, Hag's. For obvious reasons.

Since mmr, every single Nemesis but one hardcore camped the first hook.
I think it's meta because with Ruin up, the zombie provide enough gen pressure except on something large like Mother's Dwelling.

Honestly, I think Wraiths camp more than Bubba do. I rarely run into a camping Bubba. About 80% of Wraiths hardcore camp though.

Ghostface, some of them stay stealthy near the hook.
I don't say Hag because is part of his gameplay to put a trap under the hooked.
