I think if you report players you won't play with them again
Even though I know "survive with twitch" isn't a real offense and survivors won't be punished for it, I often report it anyway when it's really egregious, because I've noticed that when I report someone I never get matched with them again. IDK if that's actually a thing or just luck of the draw, but I like to think it's actually a thing. :)

Ran into a guy yesterday abusing a specific spot in Disturbed Ward where, if the killer downs you, you'll be slugged in a spot where they can't reach you but other survivors can. Reported him.
Got him again today.
I brought a Mori, my best addons and made very sure to kill him first.

What does 'survive with twitch' refer to, and why do you report people for it while simultaneously thinking its not a reportable offence?

survive with friends while at least one survivor streams on twitch and the other survivors watch the twitch stream while playing so they have perfect knowledge of that player's state and can coordinate really well. Similar to "survive with chat" where the survivors are on chat with each other the whole match, but even nastier because they can actually SEE what the leader is doing in addition to hearing each other.
this is a non-bannable offense, but I think it fits into the "unsportsmanlike" category. Of course, the perfect counter (at least when the twitch streamer has TTV in their username) is to also watch their stream as the killer, which is called "stream sniping", and isn't against DBD's TOS but IS against twitch's, but I don't know how aggressively they enforce that. I would imagine it would be hard for a streamer to call foul against an opponent stream sniping while simultaneously getting an advantage by inviting their teammates to stream snipe, but I don't know for sure.

God I wish it worked like that, there's so many notoriously toxic survivors in my region that I'd love to never play against again.

It does not work like that. A while back I reported a hacker and submitted a ticket with the match and then later that day ran into the same person in a lobby (backed out cuz not going to bother).

Playing with friends is not against the rules, it's not bannable or reportable, so please avoid reporting something like that because you only help clogging up the system, making it more difficult to take action on the actual issues.
