Tierlist: Where would you put Doctor?
I don't know where to place him in terms of "how strong the killer is". I know his power on paper sounds rly strong and he can shutdown all loops / windows but still I feel like it takes too much time for it to be really good. I think he is a better B tier pick maybe?

He's pretty widely considered as around mid-high B Tier, he does have decent anti-loop but compared to someone like Pyramid who can get a hit pretty fast, it just takes too long bc he gets slowed down so you just keep going round and round until eventually you get a hit.
Tbf he also has some really good tracking with hallucinations and static blast.

Good against average, trash against good Survivors.. pretty much like every Killer in A and B Tier.
I'd say he is more B because he wastes to much time shocking and getting the initial hit and do that again for a down.

Maybe this is unpopular, but I'd honestly place him in C right now. There's just so many things outside of the Killer's control that can screw him over. Some examples being, latency (which messes with shock timings), dead hard (whether intentional or not, it is actually possible to dead hard his static blast to avoid being affected by it) and to add insult to injury, COH can hurt him too.

B tier. He’s decent but struggles against bad maps and splitting up on gens

He's mid B tier. His Shock Therapy sometimes doesn't register on survivors and survivors can just pre-drop pallets to avoid him. He's decent against average survivors, but struggles with good survivors.

Doctor is high C tier. He doesn't compete with B tier killers like demo, twins, nemesis and cannibal.
His power suffers from bad hit reg at times and you can just predrop pallets then hold the W key to a new loop. He is punished more when you face better survivors.

Above average bucket. He’s the best tracker in the game, and he has a decent anti-loop ability. His weakness is his lack of map mobility makes him vulnerable when survivors spread out.

B - Best tracker in the game, not much else going for him, but definitely fun for a good ol fashioned pub stomp.
His speed is average, his powers unable to cause damage, and his hallucinations are fun, but easy to spot, existing far more to help the killer track where survivors are.

People are gonna pre drop pallets on you and you can guarentee eventually getting a hit, but it's gonna take you multiple loops to get it and still lose the game because of how much time you waste.

Low B. He takes too long to confirm a hit in loops, and splitting up makes his power borderline useless.

Twins are better thant B tier, in my opinion at least.

Probably near the top of B, he can be oppressive but he has zero lethality and suffers the common problem of being heavily countered by holding W and there's very little he can do about it.

As others have said, he's a solid 'B' tier. He's excellent at locating survivors and can steamroll less coordinated groups, but his shocks are very easy to counter and he struggles to get consistent downs against people that know what they are doing.
That said, running Starstruck+Agitation on him is pretty damn effective (and cheesy).

Best tracker and annoyance to survivors especially iron will users. Bad killer with latency issues like any other.

True. However, people aren't going to be in madness tier 3 all the time so it still does hurt him.
