Lag/ Stuttering?

Hello all this is my first post and I just wanted to ask if anyone else is experiencing for the most part screen jitters or the occasional bout of lag. It started with the new chapter and it only happens every 5/6 secs. Ill be facing one way and move slightly and suddenly I'm teleported in the other direction with no clue how I moved there. It is not consistent but it is enough to where the game is actually unplayable. Any advice would be a god send. I have already restarted my games, Lowered my graphics, and restarted my computer. The only thing I can think of is to uninstall and reinstall the game.

    I've had a bit more lately pre chapter. Just long enough to lose the person I'm chasing and just far enough to have to reorient myself.

    I’ve definitely noticed some rubberbanding as well. For some reason, there are these slight spikes in ping every so often.
