i somehow keep matching with this afk wraith every now and then , shall i report him for afking? will he get banned? his steam profile comments are also full of him being afk

I don't think so. They don't even seem to be banning hackers honestly.

You can report for AFK yes, as it's not normal gameplay.

If I give up and go AFK cause every survivor is a god looper and almost 5 gens are done with 1 hook, is that bannable?

It's not going to happen just because you were AFK in one match - it's gonna be over the course of a lot of matches (and we're not talking a permanent ban here either).
