The Artist.
I wanna play here more. Nobody is. I hardly go against her. So I just play her. I like her power, and she is really cool but man... I just scratch my head at the refresh rate of her birds in comparison to the swarm repel time bar the survivors have.
Firstly, they can repel bird swarms way to fast seeing how long it takes to regen them as killer
Secondly, no speed penalty for repeling. Like at all.
Thirdly, using birds as trackers is meh... if you get a hit across the map they glow for 3 seconds or so. By the time you get in the area the survivors are long gone.
Chain hitting sounds fun but with how slow the regen is, and how fast the repel is ontop of line of sight breaking and distance gains it's pretty hard Almost impossible.
Where she shines for me is at tight loops or the shack. You can get chain downs here but only if your fast, lucky. And the survivors stay at the loop. But let's face it. Most don't. Most just leg it away. While repeling the birds. Making all that work a waste of time.
Lastly, elevation. Her birds don't go up or down. Which is odd. Maps like Haddonfield you can forget tagging anyone doing gens in houses or basements which is half the gens in the map.
I like her, but she's super difficult and often times chases are fruitless and you end up m1 hitting most downs.
I'm going to keep at it and see if I can hone in on her powers better but the resistance and regen speeds she has really makes playing as her feel crippling.
Problem is, when people try killers that have heavy flaws, instead of trying and losing over and over to get better or attempt to get better or find creative ways to use their powers they go back to playing other killers that feel less punishing to play bc well.... killers get sick of being stomped every game and being taunted for it nonstop.
It's not fun feeling like your walking through quicksand all game trying to manage the negatives of the killers powers while being teabagged and taunted bc survivors smell weakness.
In all honesty, the only way to ever prevent BM from survivors is by making them afraid of the killer and most of them are pretty weak and not scary at all. Especially average/new killers or people trying to get better as a different killer.
Nurse and blight are scary if you get good. Billy can be too if you get momentum as him. But most others... meh....
It's hard to play any new killer in this game. That's why you see new killers come out, and hardly anyone play them after the first 5 days or so.
It's just not worth the BM you get. The devs need to make new killers have some beef to them and feel stronger or everyone will just keep playing the same ones.
I hate that I don't see a variety of killers. And I I hate that mental debate I get into with myself everytime I consider playing someone new.

I'm sure I'm missing the point entirely but I get hella scared playing someone new after my last experience getting the toxic survivors I got. The messages after were not nice. And I let them affect me to this day, before I decide what character I will play.

Just keep in mind there are almost 30 killers in the game now, so on average a given killer only shows up about once every 30 games. (Obviously some are more popular and some less, but the average will be total games divided by the number of killers.) So after an initial rush of people trying out a new killer it will regress back toward the mean and you won’t see them all that often unless they are really, really popular for some reason with players who play frequently (E.g. I think Blight and Bubba are in that category).
It’s not even a matter of Artist being good or bad, unless she’s really awesome you mathematically just won’t end up seeing her all that much.

First point: If you only use one crow to swarm them, you have enough time to place three crows and fire before they repel them, WITHOUT addons. This rewards you for using only one crow for the first shot, which does require varying degrees of skill.
Second point: They cannot do any other actions when repelling, which means if they have to vault or drop a pallet, the timer resets. This is more than enough of a risk. If they were slowed down too, I would almost never lose with the Artist, because loops don't work against her and holding W, as much as I DESPISE that strat, is the only viable strategy to waste her time without being inevitably obliterated.
Third point: You can get consistent crossmaps with the approach I've recommended above. However you may need the recharge and repel delay addons to be more consistent. The thing is: 99% of survivors on a generator will have a delay before repelling, because the same key is bound to working on the generator/healing, and the game pulls them to the gen instead or repelling, thus delaying. You also get to see the aura of where they are going and can plan a shotgun attack. It won't always work, but I actually find this far more consistent than Huntress crossmaps. Also it's always good information as the killer instinct can also tell you if there are others by the gen.
The best way to use her power is to anticipate where survivors will go and essentially skillshot them, often with the shotgun approach, but some situations you can go risky. There is also the gargantuan zoning power she has, which leads to her landing more M1's than crow hits a lot of the time, since survivors know she destroys loops like nobody's business.
Elevation is rough for her, I agree. But then again, she's extremely powerful anywhere that doesn't have much elevation, so I'm fine with her having some extra weaknesses. I definitely don't like it, but once you learn to zone with her, it's far more manageable. There are also cool strats to make her crows 'lift off' with proper dire crow placement I actually like.
I really like playing this killer, she's fun and cute.
