How viable is Coulrophobia as a counter to the Circle of Healing meta?
As the title says. Just generally across all Killers, could Coulrophobia be an effective counter, or be part of a counter build to CoH?

Most maps are big enough that you likely aren't slowing down their healing at all.
The only "meaningful" way to counter CoH is running hexes and thrill to make booning take long enough that it isn't worth it. And even then that's not a great counter, because now all your perks are hexes.

Yeah, the Terror Radius does really limit its potential, perhaps if combined with Distressing and Doctor's Calm add-ons it could work, especially on say, Midwich or the Abattoir but on something like Mother's Dwelling or Eyrie of Crows I agree it would be hard to get consistent value out of it, even with the augments.
I'd say Thrill could do the job by itself, Maybe with Undying for insurance. Then leave the other two slots for slowdown or info.

Probably not much at all, but it's hard to tell because Coulro is one of those perks where you basically can't tell when you're getting value out of it, similar to Mindbreaker or smth

Little to none. Coulrophobia doesn't do much and is very situational.

No perk can counter the CoH meta the closest is sloppy but this perk make the survivor heal 75% faster instead of 100% its not that much of a difference

Confirmed. I run Could-distressing-sloppy for fun and boons just still feel like normal healing. Without boons it was a fun build.
