That's slightly less then 19 seconds for a self heal and 9.5 seconds for healing others.

Normally a change to Survivors would of been like 100% → 95%/90% . So the fact they dropped it a whole 25% is a big step when it comes to Survivor balance changes. Especially with such a popular perk.

How about we keep the speed, but disable the ability to self care?

as much as this was probably needed, it does feel a bit like "oh look, survivors are using a perk other than DS DH BT UB IW, lets nerf it"

This doesn't really do much to change the problematic aspects of CoH (going through floors, boons being annoying to snuff etc.) but at least it's a start.
Also - it's hilarious that people are now complaining that CoH is 'useless'. It's still a very, very strong perk, probably OP.

Question: does this actually affect self-healing speeds?
The perk description clearly distinguishes between "all healing speeds" and "self-care healing speeds" with different values for each.

The speed wasn't the problem so much as the availability and repeated use. I don't think the meta will change much.

Good start but the bigger issue is the fact that they can be relighted. I would have been ok if they nerfed that instead of the heal, but i guess thats something.
Its not going to fix the issue since survivors will still be spamming them left and right.

It's a good start and it isn't going to be nerfed to the ground, which is good. It's a step in the right direction, but we'll have to see how new COH works when it goes live.

I've said for quite a while that the most obvious way to adjust the balance of Circle of Healing is adjust its healing speed parameter. They can in principle set that parameter to any number from 0 to 10,000% with very little programming needed. So it's not at all surprising to me they did the nerf this way.
Is 75% low enough? Is it too low? I have no idea. 🤷♂️ Guess we'll see over time. But if it turns out it still needs to be slowed down even more that's just another quick change.

They said they WILL keep am eye and if this is too weak, they will raise it. So I wouldn't be too thrilled with this. They also said they will mot be making boons one and done and they like how they work now.

This isn't enough at all. The fact that it can be placed nonstop is the problem. Adding a couple of seconds to the heal speed isn't what's remotely wrong with it.

Sure, and I'm sure if it's too strong they'll lower it more too. Or if it's ok they'll leave it alone.
Point though is all they need to adjust is that one parameter.

They will never make it the same speed as self care
They admitted that woukd make them useless. 75% is fine. They said of that seems too much they will raise it.

A 50% bonus is faster than self-care because the bonus is applied after.
self care is 16/(1-.5), and a 50% bonus is 16/((1-.5)x1.50) and is the difference between 32 and 21.333 seconds. And the latter lets anyone in it's radius to heal versus the one with it equip.
At 75% it's 18 seconds from 16. A change that results in 2 seconds.
