This patch is aiming to address the fact that patching times for this game can take forever. To do this, they've changed a bunch about how the game is stored on your PC, which will result in two things: The game will be smaller overall, and patches will be quicker in future.
The downside is you have to redownload the whole game again this one time because so much of the storage structure has changed.
