Juste after you give the offer if you put a map and someone does like he can just DC and nothing happens to this person, it's unfair. Make something please

I mean, the game literally did not finish loading. That is why it doesn't penalize DCing during loading. It doesn't hurt anyone. People DCing after the game actually fully loads in and starts screws it for everyone else.
