That's a very dicey proposition. Remember that we've had a "personal performance" based rank system before and it was utterly awful, it was completely unfit for purpose and the idea of fixing it was an extremely tall order.
I'm not saying it's impossible, but I am saying that the overwhelming likelihood is that we'd just have the rank based matchmaking system back, flaws and... not even "flaws and all", because it was all flaws.

Simply because they failed in the past, does not mean it cannot be done in the future.
It can be. In fact, a lot of the work has already been done. The game already tracks all of the major stats - such as time being chased, etc..
all you need to do is have a discussion on it, and assign numerical values to each activity, and the length of the activity, etc... I mean, they already kind of do this with the emblem system, but it's not where it needs to be.

Let's grant that an emblem-based competitive mode could still work. It still doesn't really make any case for why you'd want that. The only concrete thing you've given me for that is the idea that an e-sports team would bring in more players, but we've also gone over why optimal play kills tournaments already if they don't put a ton of arbitrary rules on those games and it still doesn't change the fact that designing the kind of system you're talking about would take an immense amount of time and resources.
And at the end of all that time... the core game would still have every single flaw it currently has, and nothing's actually been fixed. It's just not a good idea, you'd have to change so much of how DBD works just to get it limping across the finish line- and the issues with the core game wouldn't be addressed, which would only make it weaker.
Bottom line is: Changing the emblem system to incentivise altruistic, active play is a great idea. A competitive mode has no intrinsic merit and would be an absolute bottomless pit of dev time and resources, on top of actively undoing at least part of that incentive to play actively and altruistically.

Ranked games. Division placements.... this is totally separate from e-sports.
This would be an attractive matchmaking system for competitive people who do not want to be paired with "lol its just a silly party game bro" players.
Foster a more competitive scene, and create a new grind to keep people playing, which lowers queue times, and garners more attention to the game.

Alright, I'll cop to forgetting that- but it would still divert a lot of resources away from future issues and hamstring how much attention can be paid to maintenance for outdated designs and balance.
I do want to contest that it'd lower queue times, though. Surely it would run the risk of making queue times worse, because the playerbase would be split between two separate game modes?

I promise you, the amount of players who WANT to be competitive, is several factors larger than the "lol its just a silly party game bro" players. Introducing such a system, would only attract more competitive players to DBD, and keep them here.
Ranked would have lower queue times.
Unranked would experience higher queue times yes.
