Weird that the patch notes aren't out yet. I'm wondering if it is going to be delayed.

There was no announcement yet. Without any announcement, nothing is delayed.
(They said Chapter Reveal, but this does not mean that it has to be a PTB)

I think it's usually out later than this. Then again as @Aven_Fallen said all they're doing is announcing the chapter, I for one haven't seen BHVR confirming there's gonna be a PTB at all today.

I thought it was supposed to be tomorrow honestly. Was surprised when I went on twitch last night and Otz had his title as PTB tomorrow, and now today a lot of streamers are saying today too. As far as I was aware, chapter reveal trailer was today, and the PTB was tomorrow.

Not always. They’ve had chapter reveals after PTB releases too.

Probably because PTBs usually are released on Tuesdays. However, until a few months ago, Bugfix-Patches were also released on Tuesday, but the latest Bugfixes were released on Wednesday. So I would not assume that PTB will 100% be live today.
