Clown nerfs himself
An easy way to demonstrate that Clown is underpowered is by looking at the strengths and weaknesses of other killers:
Leatherface:
Strength - Can defend a hook.
Weakness - Can't stop pallet looping.
Freddy:
Strength - Survivors can't pinpoint his location, immune to bodyblocking.
Weakness - Has to wait before attacking.
Now let's look at Clown:
Clown:
Strength: Can slow survivors in a chase.
Weakness: Is slow in a chase.
Leatherface and Freddy have strengths and weaknesses that don't interract with each other. It's a trade off - you lose something but you get something.
Clown's supposed strength is also his weakness. His upsides and downsides just cancel each other out.

Ehrm... I'm not really sure what your point is.
The Clown moves with the normal Killer Speed, like Trapper or Hillbilly. Also he's not getting slower when he holds his bottles up. And, he can slow down survivors alot in a chase and even better: in a loop. A weakness could be "no map pressure".7 -
Your whole premise is flawed. It doesn't make sense to categorise killers based on one strength and weakness. Freddy, the clown and leatherface get pallet looped. This happens to literally every killer at baseline if they don't have a power than can nullify/reduce the effectiveness of pallet looping. Mentioning that a killer gets pallet looped in this instance is like mentioning that a killer has spend a significant amount of time existing in the gameworld before catching a survivor. It's a downside, but it's also otherwise fundamental to how killers operate.
Not only does the clown not move slowly as @Yuu_Incredible said, but his power very obviously does more than just "slow [survivors] in a chase". You can zone off areas of the map, you can use it to check generators and hiding spots, you can use to to induce a slow-vault and you can use to to prevent a loop, etc.
The clown is at a perfectly fine power level. Maybe if you played him rather than spending time complaining about him being underpowered on the forums you would realise this.

It's been proven already that Clown is slower.
I already had to dig in the files for milelatin7, who asked, and then refused the answers he got. In the games files, he’s marked as 115%. He MIGHT seem slower due to catching on things with his FATASS THICC hitbox.

If he has a bigger hitbox, then he would be indeed slower when it comes to pallet looping.

Actually, the DbD wiki is very reliable. Indeed, we have at least one editor to the Wiki who posts here and has always been a reliable source for information.
And the devs are not liars. Far from perfect in their knowledge of their own game, suer - but not outright liars.
And it has NOT been proven the clown is slower. Just a lot of questionable video that has been popped up and refuted by peer review.
