Devs are biased towards Dead hard and NOED
So much work, so much effort to make dead hard work properly. It doesn't work well with certain killer's powers so they will fix it FOR EACH power... why? why so much work for one of the most hated and frustrating perk in the game? Why hit validation? Why special coding for each power? Why?
On other side, NOED, which can easily give you 3-4k you do not deserve is untouched as well. Current mmr system is based on kills and there is perk which gives free kills and screws mmr for both killer and survivors.
Im pretty sure there is an agreement between two devs. One loves noed and one loves dead hard and nobody wants to remove their beloved perks so if they're not removing dead hard, noed stays too

I play a lot of killer and I play a lot of survivor too.
I love Dead Hard as survivor and as for killer I wait it out I have no issue..
NOED I use it! I love it, as for survivor I cleanse totems also satisfying 🤣

NOED is probably more variable. Could get a 4K or could do nothing because of it.
DH is probably more consistent on a person that uses it well. But one person having Dead Hard won't save the whole squad.
I don't think comparing a killer perk to a survivor one is very productive.

They don't nerf dead hard because it's a survivor perk and they want survivors to win all the time, they don't nerf noed because the rare times the devs play killer they want to be able to get at least 1 kill.

NOED only works against weird teams intentionally ignoring NOED and trying to go save, DH can undo pretty much any chases consistently.

Your deaths are the result of not taking actions to actively prevent it. You may not like it, but calling it undeserved is not just fall out silly it also makes it seem as if you feel you "deserve" to survive which is pretty petty and entitled.

I think they’re both fine, finding out the killer has noed after all gens are done actually makes the game more scary and exciting. DH is easy to bait out most of the time

Well, you don't know it's NOED until you have one hooked and one on the ground often. But yeah, altruism happens.
Winning one chase doesn't help if the other three don't have DH. In my experience, all teammates don't have it. I just go after the others.
I think playing killer with 3 perks for most of the match "deserves" exposed survivors during EGC. But I wouldn't mind if the speed boost got removed.

You don't know DS or BT exists but killers respect them, it's survivor's fault if they intentionally ignore it.
and "if others are very bad at chase it doesn't matter" is meaningless when survivors can always choose to go for four tryhard squad with every meta perks possible.

The speed boost is fine. It's only four percent and for as much hate as the perk gets it isn't even all that effective unless people start making a continuous series of mistakes for the killer to capitalize on. You have the entire trial up to the point when gens are done to prevent the perk from ever going off and a ton of tools to make preventing both time efficient and low stress. Rather than either make a slight adjustment to your gameplan to include cleansing totems you would rather see a perk just changed. That makes no sense when you have full control over whether or not a perk even remotely activates.
This is what I can't wrap my head around with all these NOED threads. The abject refusal to use the tools you have to solve a problem before it even has a chance to become a problem. I would kill for the ability to have as much control over situations in the when playing killer as you do with stopping NOED dead in its tracks. You don't have to respect the perk at all or fear it when you can stop it entirely. The devs have given us a wealth of ways to absolutely control the game as survivors in a way that killers have no choice but to respect. People just don't use them in any meaningful way then get upset and complain when the obvious outcome happens.
Even if you only play solo q you can still bring a map, use perks like detective's hunch and small game, run boons or just try and do bones whenever you see them and have enough time to stop and do it. All of this drastically increases your chances of survival and NOED can keep its dinky 4% haste effect.

The difference is that doing bones actually DOES destroy NOED. "just wait it out" doesn't stop Dead Hard.

In my opinion both are badly designed perks, but NOED isn't as big of a problem as Dead Hard due to how Survivor sided DBD really is. NOED shouldn't be nerfed unless they buff Killers a fair bit.

I think its because both perks should be FOOS, first order optimal strategies. They are perks that give a lot of power for very little skill in. These are necessary for newer players to even the playing field out against players with more experience. However they should never be the strongest strategies to exist, which is the problem. There should be more complex perks with higher skill ceilings that are more powerful, like devour hope for example. However these perks are usually just not worth the skill in for power out, which is a balancing issue.

The Killer doesn't get any undeserved kills because of NOED. At max, you're going to get 1 extra down/kill with NOED. If you get more than that, then NOED didn't kill the Survivors, altruism did

"Just bait it out" is such a dumb thing tbh. While NOED can be completely denied via bones (and thus "Just do bones" is a valid argument) the issue with deadhard is most use it for distance, which has no counterplay.

Otoh, they always defended NOED like it was their first-born child. Probably, because he-who-shall-not-be-named never plays without it.

You are railing at the idea that they rework a perk that involves direct interaction with each killer and their power and somehow doing this properly is a form of perk “bias” to the detriment of the game?
If you don’t like DH/NOED, just say I don’t like DH/NOED… here’s why.
That’s far more constructive than framing it in some convoluted nonsense.

The Devs already said in the most recent Q&A that they are probably going to change Dead Hard in the 'near' future, and that they dislike that it gives free distance no matter what, so there prob going to make it that you only get the extra distance if the killer hits you during it or something

You have 5-6 second-chance perks as a survivor, it's ridiculous. Dead Hard is the most egregious perk in the game, as it literally gives the survivor a third health state if it is used correctly.
The killer cannot even deny these perks. Decisive Strike, Borrowed Time, Unbreakable, Soul Guard, Dead Hard & Circle of Healing are all oppressive perks that give survivors a second-chance in their own way and if you stack them on a good survivor team, you're practically getting an escape.

I was so disappointed in NOED.
I was told by these forums it grants "free kills", but I was horrified to learn that when all the gens were done the Survivors were just exposed. Not one person dropped dead. I felt so lied to by these forums.

I'm always fascinated when survivors dictate what killers do and do not deserve. If you didn't take the time to do totems and just rushed gens, you deserve to fall to NOED which the killer does deserve because they played the game with essentially 3 perks waiting until this activates.
