Are any of those actually meta perks, though...?
Maybe Starstruck on a select few killers, but I think it's hard to rely on an effect that you aren't bringing consistently. They're strong, at least some of them, but I'm pretty sure the meta has far more to do with slowdown than exposed right now.

Out of all the statuses? Yes, definitely.
Exposed is such a crutch mechanic that it makes bad killer mains look good. Only real good players don't depend on it. Juvenile killers are going to whine and cry and will never try and learn how to play killer without relying on such easy-kills mechanic.

I mean it's the same reason Survivors rely on Exhaustion perks it's because they're good while Exhaustion allows you pretty much longer chases. Exposed on the other hand allows the Killer shorter chase times so yes Killers do use these perks just like Survivors use Exhaustion to make chases longer it's literally the same idea longer/shorter chase times.

See, I NEVER use exhaustion perks but it still doesn't compare to the exposed status.
Exhaustion status is a negative side effect that needs to be remedied by standing still or not running. Exposed lingers until a Hex is destroyed or time eventually runs out.

Not particularly. I rarely see starstruck, rancor, or Devour Hope. NOED I say some killers rely on too much just like some survivors rely too much on Dead Hard. Haunted Grounds I see more often then the first 3 perks but I wouldn't say killer's rely on it. Plus this would be similar to saying people rely too much on exhaustion.
You see more gen regression than exposed.

Regardless its a similar argument. You see dead hard or circle of healing on someone almost every match. You see exposed in some way shape or form (usually NoED) at a similar rate. And when it comes to killer powers they're supposed to be reliant on exposed because that's what their power hinges on. And you don't see exposed add-ons anywhere near as much as you see exposed perks. Both sides have things certain people are reliant on.
It doesn't matter if we're talking about status effects or not. Certain players will always rely on certain things in the game to help them win. But pretending one side relies on something too much without acknowledging what the other side relies on too much shows bias. And sweeping generalizations like "killers" or "survivors" is also silly. While some killer's rely on exposed too much, like some survivor's rely too much on some of their perks and items, it's a silly thing to pretend the killer population or survivor population relies too much on any one thing. So the answer to your question posed in the title is still No. If you said SOME killers relied too much on exposed I would agree with you. But you just sweeped every killer into one group so the ANSWER is still no.

Hehehe.. and here I thought it was common consensus that hex perks are "meant to be UNREALIABLE" and therefore should sometimes spawn right under the survivors feet.
Jokes aside, I rely on dead hard as survivor way more than I get to capitalize on exposed as a killer from my experience so I guess the answer is no depending on whether you believe dead hard is too relied upon or not?

I see NOED the most out of all those and I still rarely ever see NOED. I feel like if Exposed was such a reliance or "crutch" people would only ever play the instadown killers, but besides Bubba, you rarely ever see them.

I can't remember the last time I saw exposed come up and it wasn't noed.
The rest of the perks arn't even unfair or in Rancor's case even good.
Devour encourages good game play and can be cleansed.
Starstruck counters Sabo teams and beamers and doesn't do much against everyone else.
Rancor doesn't even come up until end game and is only for one person.
Haunted Grounds is more or less in the control of the survivors.
So no I don't think exposed is overly relied upon. Unless your Myers or Ghostie but then that's just part of their kit and they're considered some of the weakest killers.

Survivors rely on healing machines too much medkits,Anti Septics add on,built to last,,boon totems it's so many ways to heal fast that you need expose status because of how fast survivors reset themselves.

NOED has become more common but its quite easy to tell who is using it before it even shows up.
Starstuck i see decent amount of time too but thats just easy to avoid.

NOED is meta.
People say how bad it is to have no perk all game, doing bones etc.
Run NOED, facecamp the first person you catch with it and you have at least 1 guaranteed kill, considering they don't attemp anything stupid.
This game rewards heavily dirty strategies. I was angry I couldn't get past 1k with any of the killers, so I decided to get a 4k.
Step 1: Pick Boob
Step 2: Select the perk "Insidious"
Step 3: Put Léry's
Step 4: Insidious camp the first guy you catch, go to basement if you can.
Step 5: Unless they are in a SWF, at least someone will get caught while trying to save.
Step 6: Enjoy the 2k by 3 gens left on Léry's.
Step 7: Find another guy that will suicide on hook knowing you are Insidious camping.
Step 8: Close the hatch
Step 9: Get the last guy, nod and hit them on hook
Step 10: Enjoy their tears in endgame chat, knowing how much you ruined their game and how bad you'd feel in their situation.
Oh wait, did I just get a 4k by using a no-brainer dirty strategy and being toxic?

Strength doesn't make something meta, it being used most frequently makes it meta. I don't think NOED is used often enough to be considered a meta perk, but I might be wrong about that.

With how prominent COH is right now, Exposed is arguably more valuable than it ever has been.

Well NOED not being used often is a good joke.
Edit: the latest stats I could find from the devs regarding this are from the last anniversary (June 2021).
NOED was the third most used perk back then. Considering Boonners, it's likely it may have dropped a bit, but nevertheless it's a VERY popular perk.

Exhaustion is just a joke, it comes back while doing a generator unless the killer has Fearmonger.

Exposed allows you to completely avoid Dead Hard altogether.
Myers/GF is completely built around it.
Killers aren't reliant on Exposed, Exposed is the gateway to a frustration free match!

There are a lot of Exposed Add-ons and I never see them.
There are Michael and Ghostface and I barely see them.
All Perks you mentioned except Noed are rare and Noed would be a non problem if it didn't have the speed boost, because that's what's carrying people the most. People really sleep on those extra 4 % speed.
So no, Exposed is not an issue.

You cannot really generalize that, some Killers dont really work well with Exposed like Plague or Oni.
Also tbh exposed is obviously a pretty strong effect, you cannot deny that. Insta downing a survivor is very valuable and is huge for the Killer. However maybe you just word it wrong but ppl dont really "rely" on it, you can say the same to dead hard that survivors always rely on dead hard. I mean in the end yes you rely on it but is is something bad? If something is strong and useful are you not allowed to make use of it?

Rely implies these perks are common. They're plentiful but not commonly used.
The most common of these is NOED, but that's been a contentious perk since forever.

They rely on it too much is like saying survivors rely on dead hard too much -- remove exposed from the game and a lot of killers will have kill counts plummet to hell. Same with survivors if you removed DH.

Ill take a cooldown on my exposed perk effects any fay over relying on hex perks. That can break 5 seconds into a game. Also how the hell has some people missed the reason exposed effects sre normalised. CO effing H. Circle of healing is the second biggest mistake behaviour has made since the introduction of sbm.

It's because of every survivor bringing in CoH and using it 28 times a match. Once CoH gets the eventual nerf it needs, the exposed stuff will show up less
