Kill Switch update: We have temporarily Kill Switched the Forgotten Ruins Map due to an issue that causes players to become stuck in place. The Map will remain out of rotation until this is resolved.

Why do sets exist, again?

Because although there are some adequatelly non-mixable skins, like Robbie the Legion ones, most of them do mix well. And the "sticky" store bug for killers right now kinda proves it. (Not to mention, that I'm positive this "stickiness" should be an actual feature, so that people can mix-and-match skins before buying to know what they might buy to make their character look good with different skin parts in play - a feature, that's been asked for years at this point and, as it turns out, is indeed possible to implement).

some are probably licensing agreements, and some of the models(minotaur oni, krampus trapper, bunny legion etc) were inteded to be linked since unlinking them causes some visual errors(like holes and missing heads)

    This.

although bunny legion belongs to the licensed stuff as well (they are from Silent Hill)

also the devs have stated they will review the original sets and see if they can be separated/partly separated

Some of your examples are licensed characters and BHVR and most likely the license holders want those characters reflected like they are in their source material.

Some other sets cause visual bugs or gaps in the body as well. However, I am all for unlinking heads and weapons specifically, as they rarely cause clipping issues.

When BHVR initially made the announcement for sets, they specifically said they were cosmetics consisting of "2-3" pieces. So I'm not sure why they haven't committed to that yet and made 2 piece sets.
