Why are there no ultra rare perks???

I know there used to be, but why did they remove them???

    Because the rarity system was pretty jacked up, so it actually made "Ultra Rare" perks appear more often than even Common perks. So they removed Common and Ultra Rare perks to make it more streamlined.
