Why does it give you a silver emblem when you sacrifice 3 survivors.

Does it not make more sense for it to be gold?

    Did any of them die on hook after being left there, or kill themselves trying to escape after their first hook?

    Because simply getting them sacrificed isn't the only thing that gives you points in the Devout category.

    Three sacrifices is six points, and a Gold emblem requires eight.

    If all four Survivors have been hooked at least one, you get a bonus point. If you've reached a total of nine hooks (not hook states), you get another bonus point.

    So it's possible to get a gold with only three sacrifices, but you didn't fulfil the whole requirements.
