RIP Pinhead
Now that everyone's gotten used to Pinhead I feel like he's dropped to the bottom of the killer tier, especially against SWF. After taking a break from DBD for a while I just had three games as Pinhead with zero kills, and wondering if I was losing my touch I played three games as Doc with no add-ons and got 4k on all of them.
I hope they at least go back to his pre-nerfed add-ons. Those won't help much against SWFs who are keeping an eye on the box, but they'll help a little.
The biggest issue is that survivors have figured out how useless his chains are, so they aren't afraid of them anymore, and they've gotten much better at keeping up with the box.

Cenobite is...fine. I'll admit that I overreacted to his addon nerfs (they were a bit much, but didn't destroy him). He's not crazy powerful, but he's a comfortable mid 'B' tier.
Chains are far from useless. They are a bit crap on indoor maps, but you can do all sorts of cool tricks with them - snare someone as they drop a pallet and you can often trick/force them to slowvault it back towards you. Aim at their feet with the initial portal and even if you miss, you incur almost no penalty as the chain will hit the ground very quickly.
The trick with the box is to anticipate it's spawn location and either check, or predict when survivors will go and solve it - and use this to ambush them (a single down + cube pickup can win the game right there).
I've had a lot of luck with these builds:
- Plaything + Pentimento/Retribution + Pain Resonance + Dead Man's Switch. Overwhelm them with secondary objectives while blocking gens. DMS is nutty on him, as you can interrupt people at gens with chains. Throw in the box iri, and this one is nasty.
- Ruin+Undying+Devour Hope+Haunted Ground. Similar principle. 2-3 separate chances for instadowns, minimum.

From my understanding, the best and probably the only viable strategy for him is keep the chain hunt going for slowdown on everyone.

Everybody should have seen this coming. Every add-on that had a significant effect, injuring for a mere 1 health state + not being able to down with it, making the box take longer to solve, and speeding up the rate in which the chain hunt starts, got nerfed. Those add-ons didn't make him OP. They didn't make him Nurse level. They didn't make him unfair to vs. They made him viable. The Hoarder box strategy, to keep the chain hunt going as often as possible, was one of the most unique and skill intensive builds out there. It rewarded the killer for getting consistent downs with a subpar anti-loop power, yet if the box got solved once, they could kiss that match goodbye. The build pushed him to new heights certainly, but SWF still trumped him. These nerfs were made so that disorganized, casual solos could beat him.

Update: I think I just had the wrong loadout. After remembering that all his nerfs were specifically because he was OP with Franklin's and Hoarder, I switched to a loadout with Hoarder (but no Franklins) and am now doing much better.
This really seems like a huge oversight that they didn't think of how his power would synergize with perks when they designed him, and I think it was a bad idea to nerf him in ways that would hurt people who didn't use those synergies more than people who did.

What? Pinhead is a good killer for me. I always find his cube before survivors do. And they can see it! Maybe I'm just good at finding it and I know how to slow them with chains. But doctor is very weak for me.

These numbers are completely thrown off by newer players, much as Nurse has a sub 50% kill rate on the 'official' stats.
Honestly, don't bother with Hoarder. Unless you're on a tiny map, it won't buy you enough time to pressure the box unless you're already able to predict it's spawn location - in which case you don't really need Hoarder.
You'd be much better off with info (Discordance is never a bad perk), lethality (Devour is great on him, plus his mori is one of the best in the game) or regression (PR+DMS is amazing on him).
I'd hesitate to call him 'bad'.
Clown is bad.
Onryo is bad.
Pig is bad.
Trapper is bad.
Cenobite is just a comfortable 'B' tier killer. He's not going to be flattening tourney comps like Nurse or Blight can, but he does have a decent toolkit.

He's another symptom of a killer which is only good on a certain type of map.
And BHVR is intent on releasing massive maps constantly and adding more and more boon totems to survivors which really hurts slow killers.

B tier is way too generous for a Killer that relies solely on RNG.
Pinhead is map, tile, Add-on and Survivor dependant.
Pinhead isn't going to be able to do anything on a bad map.
Pinhead's chains won't do anything if the Survivors loop him at a safe loop or even a jungle gym.
Pinhead needs Add-ons to work. Impaling Wire deals with one of his biggest weakness. If Pinhead isn't using that Add-on, his 1v1 is worse than Freddy's.
Good Survivors, even SoloQ, will deal with Pinhead easily. Splitting up on gens and going for the box every minute or so is not a problem. The only way for Pinhead to shine is if he's going against bad Survivors

Update: I tried thinking like BHVR, and remembered that they nerfed Pinhead's add-ons specifically because Hoarder and Franklin's made him way OP. So I tried a new perk loadout with Hoarder, and it's super OP, especially on smaller maps. Unless someone tries to solve the box immediately after picking it up, then it actually does ME a favor for them to pick it up because it tells me where the box is AND where a survivor is.
They really REALLY should have just made it so the box is immune to Hoarder and Franklin's and just left all Pinhead's perks alone, because his perks created a bunch of interesting playstyle options, but without them the only valid playstyle is Franklin's and/or Hoarder.

on indoor maps Pinhead is great with the addon that spawns chains when you break them with terrain. 3 chains becomes like, 12.

impaling wire is purple add-on. its pretty useless. the chains that spawns are easy to dodge. His box was never impressive vs actual efficient teams. It just gave him rewards for hooking people. He's been a bad killer since the start. People overhyped his enginner fang+iri lament figure(Otz) So he got nerfed.
@luvcraft You were probably at higher MMR as Cenobite where you were unable to compete at that level. If you keep playing, you'll probably lower your MMR until you can compete with him by beating worse survivor players.

He wouldn't even be strong against solo Q if there weren't so many dummies who can't pick up the box, survivors control his power like a lot of killers sadly.

Pinhead is unplayable garbage, they expect you to hit a Nurse tier skillshot to apply the equivalent of a Clown bottle slowdown while making you stand still. It's simply bad and trying to hit it from greater distance has no effect whatsoever since they'll be already free the moment you catch up. His red addon (Engineer's Fang) should be basekit on him, anything else would be a joke. He has no actual chase potential and his gimmick gets constantly denied by survivors who go solve his box.
I only play him with NOED equipped, anything else is just asking to lose the game.
