(Some few corrections):
(Rancor could be on the bottle of the B with both scourge hooks going forward)

Actually fair point, I tried my best to not rank perks thinking in specific killers, but I may have failed with infectious

- Gearhead - C: the information this perk gives is very good, it can help me look for another survivor or know which generator is being repaired
- Surge - B: saves a bit of time, regress generator and gives information if nearby generators are being repaired, i think it's a very good perk
- Claustrophobia - E: I've never seen this perk work, sometimes I only know the killer has it after I see his build
- Iron Grasp - E: Holding survivors on the shoulder longer has no advantage in the match unless they bodyblock what is rare

Actually I could agree with u, it's only cause I think the great skill check requirement kind dumb.
Surge, I do indeed agree, in my previous tier list I even put surge as an A tier perk, in this one I tried my best to not doing this tier list thinking in specific killers, and more in the majority of them, and the majority also have a second power that can down people with makes this perk really inconsistent.
It's true it's terrible, but at least it does something E tier perks are only perks that doesn't have any impact in game, claustrophobia can maybe have some impact
That's a fair point, it's pretty bad but can help to get to a specific hook sometimes, like a scourge hook or to the basement.

No hex perk belongs anywhere above C tier because you have no control over the location or the survivors spawn.
NOED isn't even C tier. It doesn’t do anything for 90% of the game and you may not even need it.

I uses to think like this, that's why ruin is on the bottle of S, if it wasn't a hex It would be on top. Now the reason why u are wrong is because ruin doesn't need to stay up for the entire match, 3-4 minutes are more than enough, hex perks are among the strongest, and that's why they're so high on the tier list, and noed is more then a excellent perk, noed can turn a lost game into a 4k, secure kills, and even make c tier killer become A tier and so on, if u watch any tournament u will understand that noed is a super great perk, it can change the entire flow of a match. It's for sure an S tier perk, but I could be a high A tier, don't take me wrong all those perks can be 1 tier above or below, that's the reason why it's on the bottle of S.

The problem is that very often those perks won't even last 1 minute let alone 3 or 4. Even if they spawn near you and not right on top of the survivors. (far from a given) They will almost always be found straight away just because of how badly hidden they are. On top of that boons are very common meaning even one the very rare occasion that you'll actually get a good spawn they'll have at least one survivor actively checking totem spots which as we all know don't ever move. 🤷
NOEDs prevalence in "competitive" is irrelevant. Those games are never representative of actual gameplay even without the limits on what perks are allowed. The entire concept of a competitive scene itself in a game like DbD is laughable because of the heavy RNG element and that's before we even consider how poorly balanced it is. The fact that "competitive" matches are often decided by camping and NOED just makes it even more idiotic.
In regular gameplay having one perk that may or may not activate in the last minute or two and may or may not actually grant any value assuming it does activate is a bad perk. Can it be used well? Yeah sure. Is it worth the slot? Imo no.

S: Deadlock is not S anymore, we have better perks. This perk requires you to lose a gen, which is bad. Everything else is OK, even if I would not have put them in that order (but I am not going to criticize that).
A : Dead Man Switch is S (it's always paired with Pain Resonance). Devour is a bad perk and is D in my opinion (or maybe C for Demo with the addon that reveals auras near portals but that's niche). Even bad survivors will cleanse it at some point, and if they don't they would have lost otherwise because they are bad survivors. Pentimento is bad in my opinion and is C tier at best. Undying is very overated, I would put it in C tier too because one more hex means they will find it too (Ruin alone is better than Ruin + Undying imho, if they cleanse Ruin they will cleanse Undying fast anyways - at some point survivors become very efficient to destroy your totems fast).
B : BBQ is A in my opinion, it is a good info perk overall revealing where they are or if they are close and pairs well with Dead Man Switch (for exemple you can force them off gens when you know which gens are being worked on - it is also very good to find injured survivors). As much as I like Franklin, it's D tier imho : the best use would be to get rid of medkit, but does that really matter in a cercle of healing meta ?

Starstruck is A tier imho, just because it's good on nurse. It is also a passive counter to bodyblocking.
C : Agitation is at least B tier because it's a passive counter to bodyblocking and pairs well with Pain resonance or Starstruck. Force penitance and Make your choice would be B in my opinion because they are almost good on some killers (Twins for Penitance and Hag / Sadako for Make your choice).
D : Shadowborn has some uses for Nurse and Blight so it would be C for me.

In my opinion... Whispers should be S tier I run it on all Killers that I can... Has no counterplay but it does have downsides (Multi-floor maps)

Unfortunately I don't think OP has seen the original Japanese Ringu film. It's an important distinction, though. Samara was a child. Sadako is an adult.

Was she an adult? Can't remember actually, I do know Samara was indeed a child and a skin in her would be great but tbh, Sadako would be better for Legendary Skin

Yeh, she somehow survived in the well for decades, probably from her psychic powers or something? But when she manifested the tape and all, she appears as the 19yo she was when she was pushed in. Super sad story and makes her rage in the JP film much more justified, IMO.
Not belittling what happened to Samara, but BHVR has said everyone in the game is at least 18, so by default she can't be our onryō.

Perks like Pop are a bit misleading in my opinion. They are only good if you are already doin good in the match. And also they give absolutely no support if you accidentally mess up and don't get enough hooks.

Deadlock is good because it is reliable. It is guaranteed to trigger 4 times. If less, then it means that you won the match.
Compared with Pop: you need 4 hooks before all gens are done and need to be able to kick those gens. It is not hard to do, but if you mess up a bit, get genrushed and into a long chase then it does not help at all.

I wouldn´t consider Ruin to be S tier.
It´s effectiveness is much to variable and usually the perk is deleted in a minute.

To be fair to Unrelenting, how useful it is depends on how good the killer player is. If you are an excellent killer player and never miss swings then the perk is worthless, it never triggers. However if you are a bit clumsier (like me) and you sometimes get get juked while swinging then Unrelenting acts like Save the Best for Last in that it helps you stay closer to the survivor post-attack. STBFL is the better perk overall because hopefully you aren’t missing too many swings as a killer, but if you do find yourself missing a lot of attacks then Unrelenting is actually not that bad, it can definitely make up the difference.
So it’s a reasonable perk if you’re a new or maybe average killer whose timing is off, otherwise it’s worthless.

Thats true to some extent but consider this. If you're running unrelenting and don't miss a lot you only save a few seconds at best and missing out on a perk slot that will always gain you considerably longer. Let's say you get 5 successful (or would it be unsuccessful?) uses from Unrelenting, that gains you about 5 seconds.
Now let's look at Trail of torment for instance, 1 successful use alone can save you 10 seconds easily, longer if they are already injured and don't have dead hard. Look where trail is on this?

You can use Unrelenting to trick survivors into running an extra loop instead of dropping a pallet, hitting them halfway, bc they think your recovery takes longer so they get another round.
