Solidarity + Resurgence need serious revisiting
These are perks that leave you halfway healed, which will automatically drain over time while suffering from new haemorrhage. That status effect isn’t hard to apply and typically accompanies low rarity add-ons. If these perks weren’t dead before (which they were/are), the haemorrhage rework will be the nail in their coffin.
Please give these two perks entirely new, useful effects.

I would not be opposed to those two perks specifically preventing Hemorrhage from regressing the partial healing progress they give you. Resurgence could probably also use a buff beyond that.

true. atm, both would be made useless by gift of pain (although, upside, that would give gift of pain a use)

Gift of Pain is getting an indirect buff anyways. It used to be terrible against anyone with a medkit or selfcare because you could just 99 your heal and then do gens without the 9% penalty until the killer comes (like what you would do w/ resilience). That strategy will not work anymore.

Yeah it could be interesting to see some changes to those perks as second wind for example is just better resurgeance, It would be cool if resurgeance was a second wind but instead of a full heal it needed two killer stuns, since jill is a fighter.

I would honestly love a buff to Solidarity, it was a 1 for 1 heal, I would run it because I often run either We'll Make It or We're Gonna Live Forever.

How about they make it so, healing gained from a perk, solidarity, resurgence can't get regressed.

In fact, jill is barely a year in the game and her perk will be totally destroyed with the new effect.
I believe this "Hemorrhage effect" should be a new perk from some new killer with some new name given to the effect to make it less frequent in matches (and I believe it will be a very powerful effect, probably deserving being a hex perk) or at least rework the two perks you mentioned that work with % heal saved to another effect (ex: ressurgence prevents you from being affected by hemorrhage, etc.)
