If the aim is just to speed up the game and affect balance it should be 126.5

Pallet and windows would probably be more necessary than ever in chases and loops wouldn't be as strong as now. It would be an interesting change to test in a PTB

If the base speed gets increased, and killers gets proportionally increased ( 110/ 126.5), then the time X to "catch up" to the survivor theoretically stays the same, while both sides cover more distance. The problem thus is that survivors get easier chances to utilise pallets ( more distance covered after window or pallet)
This would be worse if it'd be increased additionally (110/125).While map pressure might increase for everyone except nurse I still think both cases are survivor favored.

Actually no, because you must look at relative speed. Currently killers move at 0.6 m/s relative to survivors (in a straight line) while with the changed speeds they would move at 0.66 m/s (10% faster). Not much, but it would make catching up faster.
