Auric cells VPN buying bannable

So im 90% sure it is bannable. I saw a youtuber (a guy that use hacks in his vids etc) he explained that he used a VPN to go to russia and buy auric cells for cheaper. This is against Valves/DBD rules?Also he said in the reactions that you couldn't get banned for it.Okay I get it its so expensive for people with euro and its like not compensating(like 15% per euro) because closely all games are the same with usd prices to euro in the gaming industry . Also a thing is that paypal is an American company. I buy most of the things in usd on it (not steam),but why don't i may pay it in usd if I can pay with usd?

    I mean you could always change the server locations through steam to play in different regions which means you can buy in different currencies most likely (just assuming cause that would make sense if they are different servers)

    I don't see why that would be bannable. He's still paying for Auric Cells. Would it be bannable if he moved to Russia to buy them? No. So why should changing your region to buy in a different currency be bannable. Doesn't seem like a problem, doesn't affect anyone, and it's not 'cheating'.

    Yeah like if an item is region locked and then using VPN then I think it is bannable.* But still we need someone who know it for sure it isn't bannable*.
