Simple, easy fixes to everyone's least favorite perks - NOED and Dead hard

NOED: Curse effect shown on survivor hud when last gen pops instead of after a survivor is hit

Dead hard: Canonically this perk comes from david getting in a ridiculous fight and nearly dying.

So the change: Activation causes the "incapacitated" status effect for 5/6/7 seconds.

Then, change incapacitated to also prevent survivors from dropping pallets and vaulting while it is active because right now, it does not do that. Fixed! Dead hard still rewards dodging, but can't be used to make stupid distance gains.

That Dead Hard change is one that I've been championing for a while, honestly. It'd be the simplest, most elegant change to the core problem of that perk.

The NOED change is unnecessary but probably wouldn't have that much of a negative impact, so go nuts, that'd be a fair trade as far as I'm concerned.

    I'm good with both ideas.

This DH change is honestly very smooth and thoughtful, and doesn't gut the perk like a lot of suggestions I see on here. Great idea!

I think NOED should have a small activation time after the last gen is popped.

Dead hard I wouldn’t touch vaults but disabling pallets sounds like a good idea for a short period of time.

With that type of change Dead hard would be dead hard. Imagine having a second chance perk that simply makes it so you can't do anything no point to the perk at that point I argue just take it out. Honestly NOED is blown out as being a bad perk and yes nothing more irritating than never being downed and right at the last moment you are downed and killed because of a perk that rewarded the bad play. If you are not hooked right beside it then there is the chance you team can find it and get rid of it. No matter the changes they make to "broken" perks they will never make everyone happy.

I agree that a NOED change is less necessary, but it really wouldn't affect the perk's strength and would probably alleviate survivor complaining

5 seconds might be too long, just the duration a Doctor shock takes would be enough, or they can do it the other way where when you use Dead Hard, it takes x seconds for it to execute, that way you'll have to be a lot more strategic with when you should use it.
