Fan made music doesn't have the same feel to it that the official music does.
Also a problem that alot of fan made chase music suffers from is that more often than not they sound too much like songs rather than actual chase music.

As much as i find Envy's music to be the epitomy of mediocrity, what people like and dislike comes down to the subjectivity of people's taste, that being said however, BHVR has no reason to use fan made music when they already have a composer for the game, and one who makes superior music to that of all the fan made songs imo.
