Exhaustion isn't strong enough to make the perk balanced.
The only other way to make it balanced as is would be to make Exposure a bigger threat, which only works half of the time and... well.. nobody wants that.

Go to feedback and provide suggestions. Don't just go like "Friendly reminder Dead Hard exists as a perk in Dead by Daylight" because I think that everyone already knows this bestie, including the devs who have accepted there are serious problems with the perk on the last dev stream and have confirmed they plan to look into changes.

They have said they're "looking at" the luck stat since '19. With the devs saying they're "looking at" something and 2 bucks you can get a cup of watery coffee at McDonals. It means literally nothing at this point unless and until they actually produce something concrete. Until then I hope people keep letting their voices be heard saying this piece of dungheap they call a perk is not ok.

You also didn't need to wait 20 seconds for Frenzy to come back. 3 were enough, though your Frenzy was shorter then of course.

I meant, default was 6 seconds. But waiting 3 seconds off of your coomdown enabled Frenzy again, allowing you to hit above pallets quickly to shred parts of Survivors Deep Wound Timers away.
Old Franks Mixtape made it even more broken.
