I know how to get more people playing Killer.
Mouse and Keyboard compatability for consoles simple as that.
When cross platform happened the amount of survivors increased exponentially, but not Killers because Killer using a controller is stupidly awkward.
I use PS4 and PC and play both roles on both platforms, and console killer makes me want to shoot myself in the face, but I love killer on PC, the main reason without equal is I can use a mouse and keyboard.

But, if I wanted to play PC, would I not just play on PC? I feel you are really overestimating the amount of people who would magically want to play killer with a different input device. Especially as it already exists for that small group of players who for some reason want mouse and keyboard on their console. Making it official would do basically nothing.

It read like mouse and Keyboard is available already for console when it isn't, so I think I have read it wrong?

I play on controller and do fine but the sensivity should be increased.
