i see it when against onryo but it doesnt do anything. and its in mutiple spots.

That's an effect of using a map as survivor to mark a certain spot. Has nothing to do with the killer lol
I know that's not something people don't see very often because they are relatively useless (like most items are)

It's from a map add-on called the Glass Bead I think.

Sorry, but I kind of find it funny that some players still don't know what this is because it's so underused. XD
It's an addon for maps called Glass Bead and it marks things in a beam of light that can be seen and heard by other survivors. The killer cannot see or hear the beam of light, though.

you can mark a totem (if they're doing quests)
