According to this it's just Raccoon Police, which, while cute and hilarious, doesn't make sense and was possibly a hiccup in the translation from Japanese to English :P
It's not as bad as in any way but gives me "All your base" vibes :D
... Then again, New York City Police Department isn't NYCPD, and my knowledge of US geography isn't good enough to think of other places with "City" in their city name, maybe it's the same everywhere. Either way you would still say it "New York City Police Department" while the info about the RE PD just call it "Raccoon Police" which maintain the silliness.
