I mean, it literally is Cheryl in an Alessa cosplay though. Unlike Lisa, Cybil, and James who are unique characters, Alessa isn't a new character but just Cheryl getting her cosplay game on

Yes, as mentioned...they are the same person. To put it simple, Alessa had powers that others took advantage of. Due to reasons (I suggest playing the games) Alessa split her soul in half, with Cheryl/Heather being the good half of her soul. There is more to it but it is better to play the games and find out.
On a side note...I kinda wish Behavior would change the Alessa outfit rarity to Ultra Rare and give it the Silent Hill menu music like Pyramid Head has.
