5th Frenzy hit didn't auto end Frenzy
I don't even know how this happens. I downed a Survivor in Frenzy immediately after hitting them and it didn't auto end Frenzy, so hypothetically I could've downed more than one Survivor.

Just had exactly this, except we were all bunched up from an endgame save. He downed me on the fifth slash, then was able to get a 6th slash for a second down. Nothing about the legion in my game matches yours except Blood Echo, so maybe its somehow tied to hemorrhage.

i wonder if this was intended , because yeah the power gauge doesnt refill sooo, idk
(but being realistic i think is a bug , but a really interesting one , this feels more natural that going into fatigue by getting the 5 hit , so either you can insta-pickup someone if you want o go for someone else.)

I've been told this bug happens when you hit a Survivor in Frenzy who has Endurance. Apparently it will let you down on the 5th hit, keep your power, and then after you can down another Survivor on the 6th hit, at which point the power will correct itself and end.
