David was the only original survivor to release in Year 2, so there's no excuse for Year 2 NOT to have a survivor mask because there was one

I interpreted that statement as six Survivors and six Killers to represent the six years of the game existing, not specifically one representing each year.
That said, Dwight shouldn't get one. It's clear he's the poster child of the game, as he gets shoved into everything.
