The hatch can spawn on any tile that has a chance to spawn a pallet. So quite a lot of them.

Its important to keep in mind that the hatch is only visible when there are more generators completed than there are survivors left alive.
I'll list off some common places I find the hatch.
In the Meat packing plant it's always on the bottom floor. In Springwood, it's often in the basement of the preschool but can be other places, like on the street. In Haddonfield, it is possible for the hatch to spawn on one of the closed off porches. It can be in the middle of the street, the playground, or in the hedges. In Coldwind, it can be random in the cornfield somewhere and basically anywhere else, including inside the red barn. In the Swamp, look under the pier, and under that big structure with the maze-like area underneath it, the hatch sometimes spawns right at the mouth of the basement (or where the basement could be). In Macmillan, the Institute, Crotus, Yamaoka, and Ormond it can be basically anywhere, I haven't seen any places more common than others.
It usually will spawn in a location where 2 other things can spawn, like a generator and a hook. It can be on the hills. Its helpful to check in the middle of those sections of walls. Also can spawn in the killer shack.0 -
Badham School has the most predictable spawn locations for hatch. Nearly always in one of a small handful of places.
