Once and for all what will be?

I hear a lot of informations about prestige system, what will be? 1 or 2?

I bought a new character..

I put this new character on P3... so

1- the new character P3 will put his perks tier 3 directly in inventory all other character, without need search on bloodweb with others?

2- The new character P3 will put his perks tier 3 IN BLOODWEB for all other characters, and i need spend bloodpoint with other for find the perks of this new survivor, but, they already be in tier 3.

Other example ...3 or 4?

3 --If i put every survivor in P3 now, without perks, when this update release, my every survivor will be full perk in inventory? without need spend bloopoints on them?

4- if i put every survivor p3 now, without perks, when this update release, i need spend bloopoint on every survivor but i will find every perk tier 3 on them bloodweb?

What will happen? thanks
