Meta perks that are actually healthy.....
So a look through the potential most used perks being changed it got me thinking of the actual healthy perks. Note some of these potential changes may be a change to base kit or may receive no changes at all.
On the survivor end BT, UB and DS are definitely solid perks that counter certain playstyles. Healthy to prevent four man slugs, immediately tunneling off hook and punishing if they continue to do so.
On the killer side: BBQ, Pop Goes the Weasle, Jolt and Pain Resonance are perks that encourages leaving the hook and/or rewarding the killer for getting a down.
What are some of the healthy perks you are anxious will get changed?

DMS. It has the simplest counter when paired with pain res. After you lose the aura on the survivor that was downed, let go of the gen for a few seconds until the person gets hooked then get back on.
I'm afraid they're gonna do 2 things instead of just 1 which is a slight duration decrease. But I'm afraid they're gonna add a cool down as well after the perk is up.

Mostly just DS and BT are my main concerns. DS already got nerfed. It's a true anti-tunnel perk that renders you unable to progress the game in any way for 60 seconds. (Although I think you should be able to heal yourself without losing it, personally.)
I genuinely hope they don't change it again without adding in a built-in mechanic to counter tunneling.

I don’t think DS, UB, and BT should be put in the same category as other “meta” perks.
Because they are there to counter a playstyle not a perk. If they considerably reduced the accessibility of those playstyles and incentivize them. I’d argue we would see other perks being brought instead of the constant feeling to need to have BT in every match or DS because of how the killer chooses to play that day.

Unbreakable should as it can just completely make a killer afraid to snowball and lose everything for the teams mistake of grouping up.

All the current meta second chance perks are unhealthy design. None of them have costs, downsides, skill requirements ect. They’re just free third health states. Almost all of the gen slow down perks in killer side are healthy design. They have some combination of costs, skill requirements, or downsides.

I think Borrowed Time, Unbreakable, and Decisive Strike are all fine.
Borrowed Time is pretty much a necessity with how many killers just won't stray from the hook area so you're almost always unhooking with one of them close by or making a bee line back to you and always targeting the person who was unhooked.
Unbreakable only works once, and is a great way to help counter the killer slugging everybody.
Decisive Strike is whatever. Either its active long enough for someone to try to get away and then they heal or start a generator and then its gone, or they wander around for 60 seconds doing nothing trying to trick you into picking them up or grabbing them out of a locker to get stunned.

Those survivor perks are band aid fixes for some stupid gameflaws. How is that healthy at all?

It's not ideal to have them as bandaid fixes, but in the absence of an actual fix, it's healthy because it makes killers camp/tunnel/slug less, in fear of the perks erasing their pressure. It makes the gameplay more dynamic and less, y'know, Bubba Simulator.
I'd say Pop and BBQ are pretty healthy killer perks - they encourage the killer to get away from the hook and go chase someone else. Make Your Choice is another good one - tells the killer not to camp and then rewards you for chasing after the unhooker instead of the unhooked player. Dunno if I'd call it meta, though. It's not rare, but it's not the most common perk in the world, either.

BBQ, naturally, as it promotes not tunneling one person immediately.
Otherwise...hmm, that's actually an interesting question.
Perks is easy. Meta perks...
For killer:
Pain Resonance. It has play, counterplay, it's strong but not obscenely so and has some interesting risk/reward decision making.
Save The Best For Last. See above.
For survivor:
Lithe and Sprint Burst. Much for the same reasons.
We're Gonna Live Forever - gets survivors off gens and into the fight.
Not trying to be nasty, but you really, really do seem to hate this game - both from your conduct in that Otz video and your posts on the forum. I get wanting to improve something you like, but after a while - why not find something that makes you happier?

For survivor bt and unbreakable I think unbreakable is fine because it gives that paranoid feeling to the killer of "wait should I slug"?
For killer bbq is healthy it encourages not camping hence the aura reveal

DS can still be used in the endgame as a free escape from jail, despite the killer isn't tunneling anymore at this point... He will be punished for securing a kill... BT can be EXTREMELY unhealthy (bodyblock with BT on purpose) unbreakable when paired with certain perks (but even by itself) it's quite frustrating cause you'll literally punished for doing a good play and apply pressure with certain strategies (found another survivor and start a chase with him after taking down another survivor)

Perks like BT and DS are only healthy as long as some of the game’s baseline mechanics aren’t adjusted at all, which they should be.
